The contract includes the delivery of:

1) The system solutions

1.1) Process control system for water and sewage

1.2) MOM tool for water and sewage

1.3) Video monitoring system

1.4) Presentation of key information and reports/statistics from the system solutions

2) Products and services

2.1) PLS with the accompanying modem

2.2) Programming and configuration of the PLS, with the accompanying modem in the implementation phase and operations phase. In the operations phase the tenderer is to deliver ready programmed and configured products that will be installed by the contracting authority's framework agreement supplier(s) for water and sewage automation services.

2.3) Installation of programmed and configured PLS with the accompanying modem in the implementation phase.

2.4) Camera for video monitoring in the implementation phase and operations phase.

2.5) Service/support and troubleshooting for the system solutions in the implementation phase and operations phase.

2.6) Consultancy services connected to the system solutions for changes to the contracting authority's site portfolio, or implementations or adaptations to 3 party modules (trade systems, public registers, joint platforms, API, etc.), and other infrastructure in the operations phase.

SSA-L: The contract will run until notice is given. The contract duration will be minimum 3 years calculated from the delivery date.

Annex 1 point 1.1.3.5 Transfer of the Contracting Authority's Existing Data - option. Annex 1 point 1.1.3.6 Transfer of Work Orders to the External System - option. The options are not part of the evaluation.

Vilkår for deltakelse
Økonomisk og finansiell stilling:

1. Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement. Documentation Requirement: The contracting authority will check the tenderer's economic situation from DIFI's eBevis and undertake an individual credit evaluation via Bisnode. A credit rating equivalent to score A (worthy of credit) or a higher score in accordance with the standard. If a credit rating is not available for a tenderer, the contracting authority will make an independent assessment of the information available in Bisnode, and possibly ask the tenderer to submit documentation. Recently established companies will be assessed separately.

Teknisk og faglig kapasitet:

2. Tenderers must have experience from equivalent assignments. Corresponding assignments are in this context defined as the delivery of software and products for a top system/remote control system/SCADA system, the water and sewage transport market. Documentation requirement: Description of the tenderer´s up to 3 most relevant contracts over the course of the last 5 years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. The assignments are to be documented by certificates issued or confirmed by the reference.

3. Tenderers must have good methods for quality assurance within relevant fields (the tenderer's quality assurance measures). Documentation requirement: An account of the quality assurance system/quality assurance measures. As a minimum, the description must include a general description of the content of the system, including an overview of control plans and check-lists, that are relevant for this contract. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certification, it is sufficient to enclose a copy of the valid certificate ISO 9001 or equivalent quality assurance certificate.

3. Tenderers must have a good environmental management system. Documentation requirement: An account of environmental management measures for the tenderer's environmental management system or environmental standards. If a tenderer has a certificate issued by independent bodies, e.g. ISO 14001, the Eco-Lighthouse certification scheme or EMAS, it is sufficient to present a copy of the valid attestation/certificate.
