open tender contest for a contract for the procurement of printed books in physical formats for Trondheim Public Library and Trøndelag County Library.
Trondheim Public Library currently consists of a main library and 7 district libraries.

Kort beskrivelse:

The contract will cover the contracting authority’s requirements for the following:

- Printed books for adults and children in Norwegian

- Printed books for adults and children in European languages

- Computer games and films in physical formats

Bullet point two above mainly includes Nordic languages, German, French, Spanish, and English. This applies to fiction in all genre, as well as non-fiction. In accordance with the Norwegian Publishers Association’s classification into two-digit book groups, this assignment includes book groups 1.2 - 7 and 9.

Re point three above, it must be possible to procure computer games and films in physical formats through the framework agreement. The contracting authority reserves the right to procure some computer games or films from others if they cannot be procured through the tenderer.

Requirement: Tenderers must be a legally established company. Documented by a company registration certificate or equivalent.

Økonomisk og finansiell stilling:

Documentation requirement: Credit assessment of the tenderer, not older than six months from the deadline for receipt of tenders. The evaluation will be based on the last known fiscal figures with an indication of how the credit rating has developed during the last three years. The evaluation must be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no. The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderers must substantiate the financial capacity for the implementation of the assignment, or other documentation, e.g. accounting figures and a bank guarantee.

Minste nivå(er) av standarder:

Requirement: Tenderers must have the economic and financial capacity to carry out the assignment. Tenderers must be creditworthy, Score A. The creditworthiness against a guarantee is not accepted. For recently established tenderers a certificate showing score A/N is sufficient.

Teknisk og faglig kapasitet:

Documentation requirement: An overview of the 3 most relevant assignments that the tenderer has carried out in the last three years, together with information on the contract value, delivery dates or execution and name of the recipient. Documentation requirement: Description of the tenderer's quality assurance/quality assurance measures. Documentation: Description of environmental management measures. A self-declaration on the environmental system attached to the tender documentation can be used as documentation.

Minste nivå(er) av standarder:

Requirement: Tenderers must have experience from comparable assignments for public contracting authorities. For newly founded tenderers, it is sufficient that the proposed key personnel have experience from equivalent assignments. Requirement: Tenderers must have a functioning quality assurance system/quality management system. Requirement: Tenderers must use environmental management measures whilst implementing the contract.
