The assignment concerns a turnkey contract for engineering design services for and the execution of the following main buildings with the accompanying outside areas and other installations at Loesmoen in Øvre Eiker Municipality:
- Primary school for 1st-7th years with 4 parallel classes and 700 pupils.
- Multipurpose hall for the school (25x45 for handball)
- Swimming pool with a competition pool with up to 8 lanes (option).
See the tender documentation, Part II for further details on the procurement, including the requirements specification, contract terms, and award criteria. Tenders cannot be submitted for parts of the assignment.
The estimated value of the procurement is NOK 305 million excluding VAT. The contracting authority's goal is that the hand over and moving into the buildings will be undertaken in autumn 2025.
The work is to be carried out in a turnkey contract based on the contracting authority's requirements specification and the turnkey contractor's offered solution proposal. Tenderers are asked to develop solution proposals in the tender phase, with a maturity equivalent to a simplified preliminary project.

Tenderers are made particularly aware that the contracting authority has described a detailed framework for the tenderers' solution proposals that are to be submitted in the contest in Part II of the tender documentation.
The contracting authority would like to make potential tenderers particularly aware that the project's final scope can be adjusted, as described in the tender documentation, part II, point 4.3 (including potential implementation with a reduced school building and implementation of the swimming pool).

Detailed engineering design services for and the construction of a swimming pool are to be offered as an option. The contracting authority will decide whether to take up the option when the engineered solution proposal and costs are available or after the interaction phase.

After the contract has been signed, there will be a partnering phase with the chosen tenderer for the preparation and further development of the solution proposal to the final preliminary project before implementation/construction.
The implementation of the project is subject to political approval, including a political decision in Øvre Eiker Municipality to approve the cost limit and final engineered solution and scope.
