The scope of work for the electromechanical delivery consists of a complete processing plant for sorting mixed plastics and metals household residual waste with a capacity processing 40 tonnes/h in one shift, 60,000 tonnes/annum.
The scope of work will include:
- Design (basic and detailed engineering)
- All materials, machines, equipment, structures, including all options and services required for a complete installation
- Commissioning/start-up and trial period
- Training of the contracting authority's personnel
- Operational assistance and other services as defined in the enquiry documents
- All documentation that is required to install ,operate, and maintain the machinery (including inspections, repairs, etc.)
- Quality assurance
- Compliance with HSE
Beskrivelse av opsjoner:
Detailed descriptions of the alternatives are given in the procurement documents. The alternatives are as mentioned below:
Alternative A: Sorting paper
Alternative B: Sorting fine matter
Alternative C: Balling source sorted paper
Alternative D: Odour reduction system
Other options:
- Spare parts and wearing parts
- Operational assistance
- Extended guarantee period
- Local operator panel
The options can be discussed during the negotiations, and can possibly be included in the contract before the final tender is submitted.

Requirement:
Tenderers must be a legally registered company.
Documentation verifying accordance:
Norwegian companies:
- Company registration certificate, company registration certificate.
Foreign companies:
-Documentation from a national trade index or legal company index in the country where the company is registered (main office).
The requested information must not be more than six months old from the deadline for submitting the prequalification documents.
Økonomisk og finansiell stilling:
Requirement (1):
Tenderers are obliged to have fulfilled their tax (including payroll tax) and VAT obligations in accordance with the national legislation in the country where the company is registered.
Documentation verifying accordance:
Tax assessment from the domestic tax authorities (Norway: Form RF-1316) at the tenderer's main office.
VAT assessment from the tax collecting authorities. (Norway: The tax collector form RF-1316) at the tenderer's main office.
If the above-mentioned documentation is not possible for foreign tenderers, equivalent documents and information that is suitable for documenting fulfilment of the requirement must be submitted. If it is not possible to obtain such documentation, tenderers must document this and submit a declaration stating that the requirements are fulfilled.

Requirement (2):
The tenderer shall document sufficient financial and financial solidity.
Documentation showing conformity: The application must include the tenderer's annual accounts for the last three years (balance sheets, profit and loss accounting, etc.), including auditor's reports. Other information with relevance to the annual accounts shall be included in the tender. If the tenderer has a justifiable reason not to submit the documentation requested by the contracting authority, the tenderer can document its economic and financial capacity by submitting other documentation for the contracting authority's assessment. If a tenderer is dependent on the capacity of other companies to meet the tenderer's requirement for economic and financial capacity, the Contracting Authority requires that these companies are jointly and severally liable for the execution of the contract.

Teknisk og faglig kapasitet:
Requirement (1):
Tenderers must have sufficient implementation ability to carry out complex projects and to cooperate.
Tenderers must, as a minimum, list up to two (2) sites based on the use of NIR (Near Infra-Red) technology to sort household waste in recyclable materials, each with an annual capacity of minimum the same capacity as for this project. The sties must be completed and in satisfactory operation.

Documentation verifying accordance:
Tenderers must complete the form for reference sites, annex 1, and thereby give an overview and a description of relevant projects carried out in recent years, including the contract value, completion year, contracting authority's/operator's name, address, and contact information. The provided references can be contacted in order to verify the project's relevance and execution. It is the tenderer's responsibility to document relevance through the description. The contracting authority's own experience with the tenderer may also be considered in the evaluation.

Requirement (2): Tenderers are obliged to have the required personnel resources to carry out the delivery.
1. The number of employees and workforce available athletes at the moment and the average in the last three years. The personnel and workforce that are available ought to be divided into relevant categories/branches/professions.
2. An overview of future and ongoing contracts that must be delivered parallel to this contract, and the number of employees connected to these contracts.
3. A description of the technical personnel and technical environments that are available for the tenderer for the contract.
Requirement (3) Quality management system requirement: Theh tenderer must have a quality management system in accordance with ISO:2015 9001 or a comparable third-party certification system. Tenderers cannot rely on another company's capacity to fulfil this requirement.

A copy of the valid ISO 9001 certificate, or equivalent standard. Other documentation of equivalent quality management measures as mentioned above will be accepted if a tenderer is not able to obtain such certificates by the deadline for requests for participation, and this is not due to tenderer's conditions, cf. the PPR section 16-7(3) in the public procurement regulations. Tenderer must state it was not possible to obtain such certificates within the deadline, and the reason for this. Tenderers must also prove that the declared documentation is in accordance with the requested certificate.
