Preliminary project - design of the future NVDB

Nasjonal vegdatabank (hereafter called 'NVDB') is a success story, and a result of work over many decades. NVDB is the national hub for Norwegian roads and transport data, and very many actors in society depend on it being available. The current NVDB was specified and developed at the start of the 2000 decade, and the use of NVDB has increased formidably since then.
The Norwegian Public Roads Administration sees that society's expectations and requirements for deliveries that enable digital infrastructure for mobility on roads is starting to run away from the current NVDB. In order to meet the rate of development, both as regards technology and our customers' needs, a change is needed in the organisation and in the systems that deliveries from NVDB is based on. There has been a lot of movement in available and suitable technologies in the last 10 years. Digital twins and the use of a cloud are examples of possibilities where their use must be reviewed in order to get a more efficient NVDB.

The contracting authority has an option to extend for a tenderer until the end of 2025.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
The contracting authority will obtain a credit rating from Experian.
If in doubt, the contracting authority can obtain further information from the tenderer.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity by
presenting any other document that the contracting authority deems suitable.
Minste nivå(er) av standarder:
Tenderers must have sufficient financial capacity to fulfil the contract.
Credit worthiness will be sufficient to meet the requirement.
Teknisk og faglig kapasitet:
Tenderers must present the following documentation proof if requested by the Contracting Authority:
A
list with a minimum of 3 (maximum 5) of the most important relevant assignments and services performed in the last 3 years, including information on the value, extent/scope, dates, a brief
description of the assignment, as well as the name of the public or private recipients.
The references
must be sufficiently detailed in order to decide whether the competence areas are covered.
A tenderer who is newly established and cannot submit references must be particularly careful to demonstrate that they have the prerequisites to
carry out the assignment.
Newly established tenderer can document that the requirement is met by referring to the experience of offered persons/resources that have developed their competence in the service of other providers.
Minste nivå(er) av standarder:
Tenderers must have experience from relevant assignments.
Tenderers must confirm their fulfilment of this requirement when submitting the tender.
In order for a project to be relevant, it ought to include one of the following competence areas.
• Location methodology/linear reference (e.g., by road links or similar)
• Knowledge of spacial database
• Good knowledge on geographical data
