There is a need to plan improvements in accessibility for cars, buses, cyclists and pedestrians, as well as for disabled persons.
Kristiansand has assignments connected to planning a suitable road network, and it can also be the developer for county roads. The municipality has too little self capacity to plan infrastructure for different traffic groups on the road network.
Traffic safety for all traffic groups will be an important element in some of the planning assignments. All transport planning in Kristiansand will be based on universal design and environmental considerations.

Kristiansand has assignments connected to planning a suitable road network, and it can also be the developer for county roads. The municipality has too little self capacity to plan infrastructure for different traffic groups on the road network.

Traffic safety for all traffic groups will be an important element in some of the planning assignments. All transport planning in Kristiansand will be based on universal design and environmental considerations.

The services will include review, planning, engineering design services and project management for different types of physical transport/communication projects. A non-exhaustive list of examples:

- roads, streets and squares

- bus roads/public transport streets/public transport lanes, terminals/public transport hubs, stops and other infrastructure for buses

- structures related to roads

- foot/cycle paths

- park-and-ride

- traffic safety measures. Preparation of zoning plans where these elements are included may also be relevant.

The services will be, amongst other things, connected to work on municipal sector plans, including area plans and detailed plans. The services can also be connected to the implementation of reward contracts, toll money packages and a coming town growth contract with the government.

Framework agreements shall be entered into with up to 3 tenderers.

Each tenderer must present documentation in the contest confirming that the tenderer can solve the assignments described by the contracting authority in the tender documentation.

The contracting authority's projects vary in nature, size, cost, duration and degree of difficulty, and require resources and a team with overall competence.
