Flytoget is currently in the position to possibly take over the operation of the local and regional trains around Oslo, (the 'New Train Service'). For this operation, Flytoget needs a new Planning and Operation System (the 'PDV-System'). The operation of the New Train Service will have approximately 800 employees and 90 train sets.
Flytoget's current planning and operation systems are customized for the current operation, and/or partly outdated. As a result, to expand operation, Flytoget needs to make a procurement to cover these capabilities.

For this operation, Flytoget needs a new Planning and Operation System (the 'PDV-System'). The operation of the New Train Service will have approximately 800 employees and 90 train sets.

Flytoget's current planning and operation systems are customized for the current operation, and/or partly outdated. As a result, to expand operation, Flytoget needs to make a procurement to cover these capabilities.
The desired tool is standardized, holistic, scalable, user-friendly, specialized for train operation, and integrated end-to-end. Furthermore, the tool shall be hosted in the tender's cloud solution and/or delivered 'as a service'.
As operation start for the New Train Service is 10 December 2023, speed and agility for the implementation phase is of great importance. The main objective is to have a fully functional system in place, in due time, to secure a successful start of operation of the New Train Service.

The System should be scalable and provide the Customer with the flexibility to handle new operation, existing operation and further expansion to further markets.
This procurement covers the implementation and management of the Planning and Operation System for the New Train Service. Replacing systems in the current operation and further expansions are future options that will be managed as Change Requests to this Agreement and managed as separate implementations.

Beskrivelse av opsjoner:
The Agreement is valid until 31.12.2031and shall thereafter automatically be extended as stated in clause 4.1.1 of the Agreement. The first two years (2032 and 2033) of extension,the supplier is not entitled toterminate the Agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1 Certificate payment of taxes and VAT. The tenderer must be able to present a certificate that verifies their payment of taxes and VAT. The certificate must have been issued within six months of the tender submission deadline.
2 Certificate for legally constituted enterprise.The tenderer must be a legally constituted enterprise. If a certificate of registration is obtainable from public databases, the tenderers submission is a confirmation of such status. If the tenderer's certificate of registration is not obtainable from a database to which Flytoget has open electronic access, such certificate must be enclosed.

3 Good repute The tenderer must be of good repute and will be assessed against the rejection rules set out in ss. 20-2 (2) and (3) of the Public Procurement Regulation. If in the course of the last five years, the tenderer has been involved with any of the matters listed in s. 20-2 (2) and (3), then documentation must be presented to verify the facts of the case, the legal process, the individuals and businesses involved, and any in-house investigation undertaken, and corrective measures implemented.

4 Debt settlement proceedings. The tenderer must not be involved in debt settlement proceedings or have been put into administration in any other way.

Tenderers must have sufficient financial capacity to fulfil the contractual obligations.
Flytoget will obtain its own credit rating of the company via a credit rating company. Tenderers must achieve a rating of 'credit worthy'.
Teknisk og faglig kapasitet:
1 Relevant experience from similar contracts. To be evidenced by references and a brief description of the tenderer's relevant experience. The description should include values, dates and names of clients. The description should not include experience or projects that seek to verify the project organisation's excellence in respect of this specific Flytoget contract. If subcontractors will be used, they must be able to reference similar experience.

2 Capacity to deliver the contract and appropriate professional qualifications. To be evidenced by a brief description of the company's core competencies, and an overview of the company's total staff and capacity in respect to this contract. Organisation chart for relevant parts of the company to be attached.

3 Effective quality system of a high standard. Required documentation: A brief and general description of the quality assurance system that the tenderer intends to implement in order to safeguard the quality for deliveries under the contract. Any proof of ISO certification, etc.
