Tenders can be submitted for one or several parts of the assignment, i.e., tenders for the following parts:
1) Service contracts for buildings and kitchens, individual assignments and materials
2) Service contracts for water and sewage
If a tenderer is awarded more than one sub-contract, these can be combined into one contract.
Tenders must be submitted in the Mercell portal per sub-contract.

The contracting authority would like the opportunity to enter into service contracts for the municipality's various buildings as needed. These can be both preventive contracts against rodents and black garden ants or service contracts related to municipal commercial kitchens, and must apply per building.

Individual assignments and material.

The contracting authority wants to order individual assignments in addition to the fixed assignments. This can be control, consultancy, prevention and control of minor vermin in municipal buildings / properties. In addition, we would like the tenderer to offer products that the contracting authority can legally procure for any self-pest control/mapping pests and insects.

The contracting authority would like the opportunity to enter into service contracts for the municipalities' entities for water and sewage (VA). This involves clearing rats from the sewage system for the municipalities by placing traps at given manholes/locations for the water and sewage network.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification

Tenderers must have sufficient economic and financial capacity to comply with the contract. Tenderers are required to have a minimum credit rating equivalent to B, Moderate risk, from Proff Forvalt.

Documentation requirement: Where a tenderer is registered with a credit rating in Proff Forvalt, the contracting authority will use Proff Forvalt to assess fulfilment of the requirement. Norwegian tenderers registered in Proff Forvalt do not, therefore, need to submit documentation for this. The Contracting Authority reserves the right to demand/obtain further information in order to verify that the tenderer fulfils the requirement. If a tenderer chooses to use a parent company to fulfil the requirement, a parent company guarantee must be enclosed. The contracting authority will then use Proff Forvalt to assess the parent company's credit rating. If a tenderer has valid reasons (e.g., newly founded company) for not being able to provide the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity with any other document that the contracting authority deems suitable.

Environmental management measures

Tenderers must have environmental management measures and routines that ensure safeguarding of the environmental goal settings of the procurement.

Documentation requirement: Tenderers must describe the environmental management measures that will be applied during the execution of the contract, and describe how they can contribute to ensure that the environmental goals are reached. If a tenderer has a certificate for 3rd party certification in accordance with EMAS, ISO 14001, Eco-Lighthouse, or similar, it can be accepted as documentation provided that it states the routines and measures for environmental goals. The tenderer must show where in the certification these procedures and measures are described.
