The assignment consists of bookkeeping, balancing, reports (monthly), annual accounts and tax return, payroll and personnel, remittance (weekly) and a reminder service for outstanding demands. The assignment also includes associated assignments that naturally belong to payroll and bookkeeping, including consultancy services in the field.

Tenderers are required to have a legally established company. Tenderers must have an HSE system.

Documentation requirement:

• Norwegian companies: Company Registration Certificate, not older than 6 months.

• Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Not older than 6 months.

• Signed HSE self-declaration.

Documentation requirement:

• Auditor approved annual accounts for the previous two years.

• Statement of the company´s total turnover and for the local department that will provide the services in this competition.

• A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Teknisk og faglig kapasitet:

Tenderers must have good capacity adapted to the assignment´s extent, experience from comparable accounting assignments and a well-functioning quality assurance system.

Minste nivå(er) av standarder:

• A reference list of comparable assignments the last three years, including their values, dates and recipients. Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract. Tenderers must give an account of the company formation and employee competence and expertise.

• Description of the organisation of the assignment and an organisation chart with job descriptions, with a focus on responsibility, authority and working relationships.

• Documentation that the person responsible for the assignment is a certified accountant. Documentation that other key persons in the assignment have adequate competence in the field.

• A description of the manpower available for the assignment must be attached to the tender. Tenderers must also describe their spare capacity for sickness and holidays. Flexibility and limitations must be specified.

• Tenderers must describe the activities that are included at the start-up of the assignment. Attention is drawn to the fact that there will only be a short period between the contract being signed and the start-up, so tenderers must, therefore, have resources available for this.

• Description and documentation of software, technical support apparatus, machines and other equipment that will be used for the assignment.

• An account of the company's quality assurance system. If a tenderer has an ISO 9001 certificate, it is sufficient to attach this.. A copy of the quality hand book can be attached, or a description of the company's routines for quality management, with an emphasis on quality assurance, resource management, managements' responsibility, and continuous analysis and improvement.
