Oslo kommune v/ Rådhusets forvaltningstjeneste
The contract is for the renovation of the roof and facades on the eastern and western towers, as well as the middle building. This includes the renovation of the original windows. There are options for the renovation of the roof and facade of the Festbygg, as well as measures for improved access to Oslo City Hall.
The project will be carried out whilst the building is in operation. The renovation will be done in stages in the period 2022-2025. The engineering design services will start immediately after the contract has been signed in September 2022. Progress is to be planned in close cooperation with the builder.

The building mainly has the following needs:
Facades
• Concrete renovation - walls and pilasters on the tower roof.
• Repair of damaged brick work.
• Scratching and stuffing bad mortar joints.
• Replacing damaged natural stone in top covers.
• Renovation of original windows.
• Renovation of original outer doors.
• Replacing facade panels on the 11th - 12th floors.
• Removing plaster and new plaster - walls and pilasters on the tower roof.
• Surface treatment - walls and pilasters on the tower roof.
• Repair of damage in noble plaster - indented facade on the 11th -12th floors.
• Inspection and fixing of loose natural stone elements.
• Inspection/replacement of floor bench fixtures and covering fixtures.
• Renovation of railings on the facade, inspection of fixings.
• Cleaning brick and natural stone elements.
• Surface treatment including gold-plating clock face and clock hands on the tower clock.
Tower roof
• Replacing roofing paper cover.
• Concrete renovation - covers and underlying beams.
• Removing plaster and new plaster - underside covers and beams.
• Surface treatment - covers and beams.
• Replacing of roof tiling on roof surfaces and roof construction.

• Repair of damaged noble plaster in the ceiling - indented 12th floor.
Estimated value: NOK 85,000,000 excluding VAT.

Option 1 - Festbygg external renovation, value estimated to NOK 34,000,000 excluding VAT:
The following work is included in the external renovation of the Festbygg:
• Facades
• Repair of damaged brick work.
• Scratching and stuffing bad mortar joints.
• Replacing damaged natural stone in top covers.
• Renovation of original windows.
• Renovation of original outer doors.
• Inspection and fixing of loose natural stone elements.
• Inspection/replacement of floor bench fixtures and covering fixtures.

• Surface treatment and commissioning of lattice/lattice gates.
• Replacing roofing paper cover.
• Replacing of roof tiling on roof surfaces and roof construction.
• New gutters and downpipes.
• Replacing cornice fixtures.
• Roof.
• Roofing paper on the roof of the middle building.
• Membrane on the balcony - Festbygning.
• Membrane on the roof over the side wings.
• Relaying slate in connection with membrane work.
• Replacing original copper roof tiling on parts of the roof area on the Festbygg and the roof construction.
Option 2 - Measures to improve access to Oslo City Hall, estimated value NOK 41,000,000 excluding VAT:
Measures are to be established in the entrance areas to the courtyard, access to the meeting centre on the sea side, and to the garage.
This includes the establishment of ramps in the stated entrances and the assembly of an external lift. Areas with wheelchair-friendly surfaces are to be laid in the cobble route to the courtyard. Banisters are to be established for external steps and at the access up to the courtyard. Upgrades to the lighting in the mentioned areas, as well as measures for visually impaired persons in the form of tactile markings are included in the option.

Tenderers must be a legally established company.
Documentation: Company registration certificate
Foreign companies are required to have an equivalent certificate as prescribed by the laws of the country where the business is registered.
Tenderers are required to have good economic and financial capacity to fulfil the contract/assignment.
Documentation: The company's last Annual Financial Report including notes, the Board's Annual Reports and Audit Reports, as well as new information of relevance to the company's fiscal figures.
The contracting authority reserves the right to obtain credit ratings from Experion on its own initiative.
1. Tenderers are required to have a secure ability to fulfil the contract.
2. Experience is required from comparable assignments (including external rehabilitation of buildings with protected status and buildings in operation).
3. Tenderers must have a satisfactory quality assurance and management system.
4. Tenderers must have a well-functioning environmental control/environmental management system.

Justification for cancellation
The legal basis for the cancellation is PPR § 25-4 (1), stating that the contracting authority can cancel the contest with immediate effect if there is justifiable reason.
The justifiable reason for the cancellation is that the contracting authority, after publishing the tender contest, discovers
errors in the description of the qualification criteria, and that this is irreversible by measures other than cancellation. A new tender contest for the same contract will be published shortly.
