Kort beskrivelse:
Communication services, including advertising, content and digital services shall be procured.
For advertising and content services, the following services are particularly requested:
- Development of advertising related to, among other things, the Armed Forces' reputation, recruitment to service and education, employer branding and core values.
- Development of text and content for own channels, e.g. forsvaret.no, intranet, Facebook, Instagram, LinkedIN, YouTube and Podcast.
- Development of graphics, illustration and animation as a part of content productions.
For digital services, the following services are particularly requested:
- Services related to digital product and service development, including concept, frontend and backend development. The concept and design work related to forsvaret.no will be most relevant, but frontend and some backend development may also be relevant in some smaller projects.

- Digital consultancy and creative development for digital services, including for the Armed Forces' digital channels. There is a need for personnel with competence within digital consultancy, design, interaction design, illustration architecture, information architecture and user testing.

The estimated annual consumption including options and excluding VAT for the framework agreement is NOK 40 million over a period of 4 years.
The estimated maximum consumption including options and excluding VAT for the framework agreement is NOK 55 million over a period of 4 years.

The Contracting Authority has the option for extending the agreement for a further 2 years (1 year + 1 year).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
QUALIFICATION REQUIREMENT: The tenderer must be registered in a company register or a trade register in the country where the tenderer is established.
DOCUMENTATION REQUIREMENT: Norwegian tenderers: *Company registration certificate. Foreign companies: *Confirmation that the tenderer is registered in a company register or a trade register in the country where the tenderer is established.
Minste nivå(er) av standarder:
QUALIFICATION REQUIREMENT: The tenderer must have necessary economic and financial capacity to fulfil the contract. A credit rating of 'credit worthy' or equivalent will be sufficient to fulfil the requirement.
DOCUMENTATION REQUIREMENT: Credit rating from a certified credit rating company, based on the last known fiscal figures. The rating must not be older than 3 months.
QUALIFICATION REQUIREMENT: The tenderer must have good experience from equivalent assignments. 'Good experience from equivalent assignments' means that the tenderer has completed several similar assignment of the same nature as described in Annex B - Requirement specification point 2, with a good result and effect.

DOCUMENTATION REQUIREMENT: The tenderer must present an overview of the tenderer's 3 most relevant service deliveries in the last 3 years by completing the fields in Annex 2 ('Referanseskjema') [Reference form]. It is sufficient that the tenderer, in general, prove good experience from similar assignments, which covers all requested areas of delivery given in Annex B ('Kravspesifikasjon') [Requirement specification'] point 2, including advertising, content/text and digital services. It is the tenderer's responsibility to document relevance through the documentation.
