Oslobygg KF invites tenderers to an open tender contest regarding parallel framework agreements for maintenance of fire alarm, emergency lighting and emergency light systems The objective of this framework agreement is to cover the need for maintenance of fire alarm systems (including alarm arrangements) and emergency lighting and guidance systems related to emergency repair work, planned maintenance work and minor renovation projects.
Oslobygg KF is one of Norway's largest building owners, and a real estate participant with approx. 2.7 million square metres of properties at disposal and many exciting projects in the portfolio.
Our task is to own, manage, build and develop public buildings for all phases of life. These are nurseries, schools, sheltered housing, nursing homes, cultural buildings, sports facilities, fire stations and national facilities in the Norwegian capital.

Tenderers must be a legally established company

The tenderer must be registered in

Elvirksomhetsregisteret (the Norwegian register of enterprises that design, install and maintain electrical installations and electrical equipment) - (DSB - the Norwegian Directorate for Civil Protection)

Documentation showing that the tenderer is EKOM authorised by NKOM (the Norwegian Communications Authority)

Økonomisk og finansiell stilling: Tenderers must have sufficient financial capacity to fulfil the contract.
Minste nivå(er) av standarder:

The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers.

The contracting authority will obtain a credit rating based on the last known fiscal figures.

The contracting authority reserves the right to obtain other documentation from the tenderer if this is found necessary for the evaluation of compliance with the requirement.

Teknisk og faglig kapasitet:

The tenderer shall have good capacity and good implementational ability to deliver in accordance with the requirements in the framework agreement.

The tenderer shall have good expertise and experience from equivalent assignments.

The tenderer shall have a well-functioning quality management system that is relevant to the content of the contract.

The tenderer must have a satisfactory environmental management system suited to the content of the contract.

The tenderer shall document its environmental performance/procedures for the themes of purchasing, energy, waste, transport and/or emissions (only relevant themes).

Minste nivå(er) av standarder:

A statement of the tenderer's average total workforce and the number of employees in the administrative management during the last three years.

An overview of the tenderer's technical personnel or technical units the tenderer has at his disposition to fulfil the contract, regardless of whether they belong to the company or not, especially those responsible for the quality control.

Information about education and professional qualifications at the tenderer and the company’s administrative management, particularly for the person(s) responsible for providing the service.

Documentation showing that the tenderer is approved and listed in the Insurance Company's Approval Committee's overview (FG approval).

An overview of the 4 most important, relevant projects in the last 3 years. Relevant deliveries or services that the tenderer carried out more than 3 years ago can also be taken in consideration.

The tenderer shall submit a description of their quality management system, hereunder the tenderer’s quality assurance measures.

Documentation shall at least describe the following points:

The organisation’s quality policy and quality goals

The work processes and work procedures that are relevant to the content of the contract

Methods that ensure the systematic measuring of customer satisfaction and continual improvement of performance.

Alternatively:

The tenderer can present a certificate of to the enterprise's quality management system issued by independent bodies confirming that the tenderer fulfils certain quality management standards, for example ISO 9001 or equivalent.

Tenderers shall present a description of the tenderer’s environmental management measures.

The description must include procedures and check-lists for the services offered in the contract, that show satisfactory environmental management of the deliveries/services.

The procedures and the check-lists shall show how the tenderer meets the requirements for outer environment in accordance with the internal control regulation and pollution control act.

Tenderers must document that the system is regularly reviewed, and that they have an active system for deviation management and improvements.

Alternative 1:

If a tenderer is Eco-lighthouse certified, it is sufficient to enclose the certificate.

Alternative 2:

If a tenderer has ISO14001 certification (or equivalent), it is sufficient to attach the certificate.
