Statsbygg has a large and varying project portfolio. The objective of the agreement is to ensure Statbygg access to consultants related to construction management/builder's representative and safety, health and work environment (Norwegian abbreviation: SHA) coordinator for the execution phase (Norwegian abbreviation: KU) of construction projects in Stavanger and surrounding areas.

The projects under the framework agreement will mainly include small renovation and alteration projects, but there can also be developments and small new buildings.
The construction manager / builder's representative with active call-offs must have fixed office hours in the allocated office space for a minimum of 60% of the days the projects are worked on. Stays of varying length at construction sites in the area must also be expected.

Company registration certificate, foreign companies are required to have an equivalent certificate in the country where the company is registered, alternatively StartBANK ID.

Tenderers are required to have satisfactory financial implementation ability.
The size of the turnover, seen in relation to the contract value, can be emphasized.
Statsbygg will carry out a credit rating of the tenderer.
Tenderers can also be asked to submit the auditor confirmed annual accounts, alternatively, state StartBANK ID.
Teknisk og faglig kapasitet:
Tenderers must have secure implementation ability (capacity)
Overview of the number of employees in the company, divided into job categories.
The person offered as the safety, health and work environment (Norwegian abbreviation: SHA) coordinator is must have experience and the following education:
Minimum 3 years experience from construction sites for projects with an equivalent size and complexity.
Experience as a coordinator in the execution phase of projects with a transferable value.
40 hours industry orientated courses in the applicable working environment law
The Coordinator School (the content must be the same as for the Coordinator School offered by, among others, TFSK and DNV GL)
Courses in risk assessment, Course certificates and CVs for offered personnel (KU) shall contain information on education, courses, work experience, as well as an account of offered personnel's reference projects in the last 3 years.
