Painting services (both outside and inside), including floor laying and wallpapering - framework agreement

Sandefjord kommune

Sandefjord Municipality, hereafter called the contracting authority, intends to enter into a framework agreement for the procurement of painting services (both inside and outside), floor laying and wallpapering, with an option for including material/equipment for the assignments.
The contracting authority may choose to use a separate framework agreement for procurement of painting/coverings. The tenderer will provide materials for all assignments that are to be carried out by the tenderer, unless the contracting authority requires otherwise.
If the contracting authority is delivering the materials, the tenderer must use the materials without mark-ups to the agreed upon prices stated in the contract.
Sandefjord Municipality has the entire operation and maintenance responsibility for all buildings that are owned or leased by the municipality. The contract includes approx. 400,000 m2. It includes i.a. schools, nurseries, nursing homes, offices, sports centres and cultural buildings. Sandefjord Municipality is responsible for approx. 700 municipal owned houses.

Estimert totalverdi: 18 000 000 NOK 💰
Kort beskrivelse:
The procurement is for the provision of painting services as well as floor laying and wallpapering services. The services are to be provided in connection with the contracting authority’s maintenance of its own and rented buildings.
The annual turnover is estimated to be approx. NOK 4 million. The stated volume is a guideline is encumbered with uncertainty, and is in no way binding for the contracting authority. The contracting authority is not obligated to procure any specific amount of services under this contract.

New buildings or larger reconstruction work will be subject to separate contracting. The framework agreement will therefore not apply for these cases.
The maximum value of the contract is estimated to be NOK 18 million,

Registered in a trade register or company register.
Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minimum requirements for qualification
Documented by: Norwegian companies: Company registration certificate from the Register of Business Enterprises. Foreign companies: Proof that the company is registered in a branch or company register as prescribed in the legislation of the country where the tenderer is established.

Økonomisk og finansiell stilling: Sufficient economic and financial capacity.
Minste nivå(er) av standarder:
Tenderers must have sufficient economic ability to implement the contract. Documentation: Presentation of the company's annual accounts (the most recent annual report submitted to the Brønnøysund Register of Enterprises, incl. the auditor's report). The contracting authority reserves the right to request preliminary figures after the latest annual report, as well as financial statements for the two previous years if this is found necessary. For newly established companies, a recent financial printout signed by the auditor must be submitted. Sole proprietorships must submit their last business assignment.

Tenderers can utilise the following environmental management measures in connection with the implementation of the contract.

Tenderers are required to have environmental management certification in the form of EMAS, ISO 14001, or Eco-lighthouse or other approved certified environmental management. It is the tenderer's responsibility to document that other certification is equivalent.
