Everyone in Norway can need to be notified of natural dangers in order to make themselves safe, those closest to them, their properties, and infrastructure. The Norwegian Meteorological Institute (MET) and the Norwegian Water Resources and Energy Directorate (NVE) send out warnings of natural dangers, whilst NRK is an important channel for reaching the public with the warnings. Our aim is to prevent loss of life and values. Then all those who can be affected receive our warnings, understand the consequences of the warnings, and take them into consideration when they plan their tasks.

Through insight we would like to look for solutions, so that we manage to reach our user groups in a way that makes it easy for each user to understand what they ought to do when they see or hear a danger warning.
In this project we would like to examine further how warnings of danger fit into users' everyday lives and the tasks they must do. What happens after a user has been made aware of a weather related risk? We would like a uniform approach. Therefore we would like to look at many different actors' management of natural dangers, the entire system, and all the parts, in order to find correct problem definitions and possible solution areas. The project will point out a direction for further work and create an overview of concrete measures that we have to work on. The overall aim is increased safety and that the extent of damage is reduced due to better warnings of natural dangers. More persons must experience the danger warnings as relevant and useful, and it must be easier to each person to know what they ought to do when bad weather is forecasted. In addition, it will be important that the three organisations have a well-functioning collaboration.
We would like a uniform approach. Objective of the procurement.
We would like to use this procurement to get the right competence to carry out a good Stimulab project. All StimuLab projects must be in accordance with the triple diamond, and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.
We would like to use this procurement to get the right competence to carry out a good Stimulab project. All StimuLab projects must be in accordance with the triple diamond, and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. Roles and responsibility
The contracting authority in the procurement is: The Norwegian Meteorological Institute (MET). The contracting authorities are a contract party and will sign the contract with the tenderer that is awarded the contract. The Norwegian Digitalisation Agency (Digdir) is making this procurement on behalf of and in collaboration with the contracting authorities, as part of StimuLab.
The contracting authority in the procurement is: The Norwegian Meteorological Institute (MET). The contracting authorities are a contract party and will sign the contract with the tenderer that is awarded the contract. The Norwegian Digitalisation Agency (Digdir) is making this procurement on behalf of and in collaboration with the contracting authorities, as part of StimuLab.
Budget: NOK 3,100,000 + an option for up to NOK 3,100,000, excluding VAT.
Duration of the contract:
The contract will likely have a duration of up to 12 months.
Automatic extension after the end date
The contract will be automatically extended by six (6) months after the end date, unless the Contracting Authority notifies the Tenderer in writing that it will not be extended. During this period, the Contracting Authority will assess whether the options should used.
