Challenge

The university libraries at UiT, NTNU, and UiO would like to use this StimuLab project to examine how the library sector can get together around a uniform, future-orientated, and user centred development of services. The services must be experienced as seamless, available, enriching, and understandable. Users' first meeting with library services (the first line) are often overseen as part of the daily operation, and must be recognised to a greater degree in order to be a core activity and a source of important insight. It is also increasingly more important that resources and competence is used efficiently from an economic perspective, and that library employees have an innovation culture.

The university libraries' offers are currently experienced as fragmented due to reasons such as a spread of subjects, large organisations, and insufficient collaboration internally and across institutions and hierarchies. Several services can often get an artificial divide in the form of organisational, subject, geographical, physical/digital, or time limitations, or they can have unnecessary overlaps. There is uncertainty as to whether the offer is organised in the best possible way, and whether user insight from the first line is communicated to library employees who can use the insight to improve user services. There is also uncertainty as to whether the current services see to all user needs, which, in an increasing degree, can have changed during and after the pandemic. How can services be developed in an appropriate and future-orientated way, and ensure that they meet the users' - particularly students' needs?

An ambition of the project is to strengthen employee and user involvement through a more uniform practice for service development. There is also motivation to strengthen the decision basis for the management, so that innovation culture and needs based services get targeted development in the future.

The project

The project is a collaboration between the university libraries at UiT the Arctic University of Norway (UiT), the Norwegian University of Science and Technology (NTNU), and the University of Oslo (UiO). These make up 40 physical libraries with varying areas, opening hours, and staffing, spread over 10 towns, in addition to being available on several digital platforms. The users total approx. 90,000 students within all possible studies, and approx. 20,000 employees.

At the three universities there are a total of approx. 480 library employees with different combinations of librarian and multi-disciplinary backgrounds.

Objective of the procurement.

We would like to use this procurement to get the right competence to carry out a good Stimulab project. All StimuLab projects must be in accordance with the triple diamond, and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

As the project is part of StimuLab, there must be an open and experimental approach, so it is, therefore, not known in advance what the actual delivery in each project will be. The projects must, however, result in an anchored and obliged system that is either implemented or will be implemented, or a platform for further development. This will depend on the project´s complexity and size and will be clarified further in the dialogue phase.

Roles and responsibility

The contracting authorities in the procurement are: The university libraries at UiT, NTNU and UiO. The contracting authorities are a contract party and will sign the contract with the tenderer that is awarded the contract. The Norwegian Digitalisation Agency (Digdir) is making this procurement on behalf of and in collaboration with the contracting authorities, as part of StimuLab.

Budget: NOK 2,500,000 + an option for up to NOK 2,500,000 excluding VAT.

The contracting authority reserves the right to extend the contract for up to 30 months. Notification of extension(s) must be given in writing at least 1 month before the contract expires.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Description of requirements/documentation:

Tenderers must be a legally established company. Norwegian companies must attach a company registration certificate. Foreign companies: Verification that the company is registered in a branch register, company register, professional register, or a trade register, as specified in the legislation of the country in which the tenderer is established.

Description of requirements/documentation:

Tenderers must have the sufficient financial strength to fulfil the contract. Documentation requirement: Tenderers (i.e. the company that has submitted the tender) must attach a credit rating from a certified credit institution/company. The credit report must be based on the last known accounting figures. The credit rating must be a so-called rating (including a credit rating, part judgement and historical rating). The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures).

Only for services: During the reference period, the tenderer has carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years' experience and can take experience from the period before the last three years into consideration.

Description of requirements/documentation:

Tenderers must have the professional qualifications to carry out the assignment in a good way, see the competence requirements and the competence needs in annex 1, chapter 6. Tenderers can also propose other additional competences that can be relevant for the project, in addition to those that are proposed. Any additional competences that are proposed must be justified. Documentation requirement: Completed template - qualification matrix and completed CV template. The number of consultants that a tenderer can present in their application is limited to 10. (The team will be specified in phase 2 - tender contest). If the competence requirements require collaboration between several tenderers, they must first have a binding agreement that ensures that the contracting authority only has one contract party and one point of contact, Further details are in point 3.3. in the tender documentation.
