The university libraries at UiT, NTNU, and UiO would like to use this StimuLab project to examine how the library sector can get together around a uniform, future-orientated, and user centred development of services. The services must be experienced as seamless, available, enriching, and understandable. Users' first meeting with library services (the first line) are often overseen as part of the daily operation, and must be recognised to a greater degree in order to be a core activity and a source of important insight. It is also increasingly more important that resources and competence is used efficiently from an economic perspective, and that library employees have an innovation culture.
The university libraries at UiT, NTNU, and UiO would like to use this StimuLab project to examine how the library sector can get together around a uniform, future-orientated, and user centred development of services. The services must be experienced as seamless, available, enriching, and understandable. Users' first meeting with library services (the first line) are often overseen as part of the daily operation, and must be recognised to a greater degree in order to be a core activity and a source of important insight. It is also increasingly more important that resources and competence is used efficiently from an economic perspective, and that library employees have an innovation culture.
The university libraries' offers are currently experienced as fragmented due to reasons such as a spread of subjects, large organisations, and insufficient collaboration internally and across institutions and hierarchies. Several services can often get an artificial divide in the form of organisational, subject, geographical, physical/digital, or time limitations, or they can have unnecessary overlaps. There is uncertainty as to whether the offer is organised in the best possible way, and whether user insight from the first line is communicated to library employees who can use the insight to improve user services. There is also uncertainty as to whether the current services see to all user needs, which, in an increasing degree, can have changed during and after the pandemic. How can services be developed in an appropriate and future-orientated way, and ensure that they meet the users' - particularly students' needs?

The project
The project is a collaboration between the university libraries at UiT the Arctic University of Norway (UiT), the Norwegian University of Science and Technology (NTNU), and the University of Oslo (UiO). These make up 40 physical libraries with varying areas, opening hours, and staffing, spread over 10 towns, in addition to being available on several digital platforms. The users total approx. 90,000 students within all possible studies, and approx. 20,000 employees.
The project is a collaboration between the university libraries at UiT the Arctic University of Norway (UiT), the Norwegian University of Science and Technology (NTNU), and the University of Oslo (UiO). These make up 40 physical libraries with varying areas, opening hours, and staffing, spread over 10 towns, in addition to being available on several digital platforms. At the three universities there are a total of approx. 480 library employees with different combinations of librarian and multi-disciplinary backgrounds.
Objective of the procurement.
We would like to use this procurement to get the right competence to carry out a good Stimulab project. All StimuLab projects must be in accordance with the triple diamond, and the tenderer must offer competence and implementation of all diamonds even though that we, at the start of project, do not know what the delivery comprises. The diagnosis stage will identify what the delivery will include and the stage of the implementation process.

The Norwegian Digitalisation Agency (Digdir) is making this procurement on behalf of and in collaboration with the contracting authorities, as part of StimuLab.

The contracting authorities are a contract party and will sign the contract with the tenderer that is awarded the contract.
