Osterøy Municipality's existing top system for the management, monitoring, data collection, and reporting of water and sewage processes is more than 20 years old, but still in operation. Due to difficulties in maintaining such an old system, Osterøy Municipality has decided to replace it. In addition, the municipality has old automation equipment in may substations, and would also like to renew this part of the operations monitoring system for water and sewage.

Kort beskrivelse:

The framework agreement's scope concerns the procurement of all goods and services within automation for the upgrade and maintenance of Osterøy Municipality's operations monitoring system for water and sewage.

The framework agreement covers, amongst other things, the following:

- Engineering design services for everything that is delivered under the framework agreement.

- Delivery and assembly of all technical equipment (hardware and software) that is required to meet the performance and function requirements given in the tender documentation.

- Testing and breaking-in the new top system for operations monitoring and upgraded equipment in substations.

- Verification that the stability, performance and function requirements have been met in a subsequent test period as regards the defined requirements for the handover of the installation. Note that Osterøy Municipality is the system operator in the trial operations period.

- Training of personnel in Osterøy Municipality who will operate the operations monitoring system.

- Delivery of MOM documentation.

- Maintenance of the technical installations in the operations monitoring system.

The estimated value of the framework agreement is NOK 12.7 million.

The maximum value of the framework agreement is NOK 16 million.

The framework agreement period will be 4 years with an option for an extension for 2 + 2 years, maximum 8 years.

The following options are planned:

* Delivery of redundant server

* Delivery of a maintenance system (DV-system).

A. New complete maintenance system

B. Integration with the existing maintenance system.

* Entry of electronic documentation in the maintenance system connected to the relevant site part and component.

Egnethet til å utøve yrkesvirksomheten:

The company must be legally registered.

The company's tax affairs must be in order in relation to payment of tax and duties. Tenderers must not have tax or VAT payment arrears, unless these concern a registered dispute matter.

Økonomisk og finansiell stilling:

Tenderers must have the financial capacity to comply with the contractual obligations.

Minste nivå(er) av standarder:

The company must have a rating equivalent to 'credit worthy' from Bisnode or Commercial Delphi.

Teknisk og faglig kapasitet:

Tenderers must have the necessary competence and experience to fulfil the contract in a satisfactory way.

Applicants must have good quality management and environmental management.

Minste nivå(er) av standarder:

The offered organisation and key personnel must have experience from equivalent deliveries.

Key personnel at the construction site and maintenance personnel must speak and write a Scandinavian language.

Response time requirements for critical errors:

a) Duty scheme

* 24 hours a day, every day of the year.

b) In normal working hours:

* Guaranteed response time for support via telephone and remote access within 1 hour around the clock.

* Guaranteed response time for turn outs must be 6 hours including travel time.

c) Outside normal working hours on weekdays, as well as at weekends, public holidays around the clock:

* Guaranteed response time for support on the telephone and remote access within 3 hours around the clock.

* Guaranteed response time for turn outs must be 8 hours including travel time.

Requests for participation in the tender contest will be judgementally ranked according to competence and relevant experience as regards equivalent types of deliveries at the tenderer and the offered key personnel.

Osterøy Municipality has chosen to give the following criteria equal weighting; the tenderer's 5 most relevant deliveries in Norway in the last 3 years, and the tenderer's project organisation for solving this assignment. I.e., 50 % weighting for each criterion. The applicant with the best score for the respective criterion will have their points adjusted up to 100 points. Other applicants will have their points equivalently adjusted so that the proportional distance between the applicants is maintained.
