The purpose of the procurement is to establish operator(s) for operation of boat route between Kleppestø and Strandkaien and boat route between Strandkaien, Frekhaug and Knarvik.
The contracting authority will enter into a contract for each of the routes. Tenderers can submit tenders for one or both of the two routes. It will not be possible to submit one joint tender for the two routes.
Sub-contract 1 The Askøy route will apply from the signing date until and including 03.12.2023, with an option for the contracting authority to extend the contract. Sub-contract 2 The Nordhordland route will apply from the signing date until and including 02.07.2023, with an option for the contracting authority to extend the contract.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must have their tax, employer contribution and VAT payments in order.
The tenderer must be a legally established company.
Tenderers must have good competence and experience from operation of express boats for passengers.
Økonomisk og finansiell stilling:
The tenderer must have sufficient economic and financial strength to fulfil the contract.

See Annex A for more information about what the contracting authority will look at when assessing this qualification requirement.
Annual accounts
The tenderer’s annual accounts including notes with the board´s and auditor´s report for 2019, 2020 and 2021. For the 2021 financial year, the contracting authority will accept auditor-approved accounts.
Demand guarantee
Confirmation from a bank, insurance company or financing institution must be enclosed stating that a demand guarantee for correct fulfilment of the Contract will be provided if the tenderer is awarded the contract.
The endorsement is confirmation that a guarantee in accordance with Annex G will be issued if the tenderer is awarded the contract. The declaration to provide a future guarantee must be binding for the guarantor throughout the entire period from the application deadline for qualification until the expiry of the abidance deadline for the tender in the contest. The contracting authority requests that tenderers use the template for commitment of a demand guarantee, Annex F.

The winning tenderer must send the final guarantee document to the contracting authority at the latest within one month after contract signing, cf. point 1.3 of the contract. See the template for final guarantee document, Annex G.
Licence guarantee
Confirmation from a bank, insurance or financing institution shall be enclosed stating that a licence guarantee in accordance with the Professional Transport Act is presented if the tenderer is awarded the contract.
The endorsement is confirmation that a guarantee will be issued. Tenderers are requested to use the template for commitment of license guarantee, Annex D.

Tenderers must complete and enclose the form with key information, cf. Annex E.
Liquidity plan
Tenderers must deliver a brief description/plan for how the tenderer will maintain or possibly improve the liquidity in the company in the next few years. For example.: What does the company do to ensure its liquidity? What is the desired liquidity degree in the company?

Credit Rating
The contracting authority reserves the right to carry out a credit rating with the help of an independent credit rating company. Financial strength will be evaluated in relation to turnover, operating profit margin, equity and liquidity.
Teknisk og faglig kapasitet:
Tenderers must have good competence and experience from operation of express boats for passengers.
Minste nivå(er) av standarder:
Tenderers must document their experience during the last three years with
- Operation of minimum one express passenger vessel with a maximum length of 24 metres or longer.
- Operation of vessels that were part of a publicly available route service with a minimum duration of one year and
- The operation involves set departures a minimum of three days per week
The reference assignments must as a minimum contain information about:
• Contracting authority
• Connection information
• Commencement and end dates
• Brief account of the assignment (frequency/scope, (number of departures per week) vessel size, required crossing speed)
• Contract value and duration
Tenderers must complete and enclose the form Annex C.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
All terms for the assignment are outlined in chapter 1-8 of the contract. Among other things it was specified that:
- The contracting authority has the right to change the planned route production, as well as execute other changes connected to the implementation of the assignment.
- The contract includes regulations dated 8 February 2008 no. 112 about wages and working conditions in public contracts.
- The contract is subject to the Working Environment Act §§ 16-2 about transfer of business.
- Requirements were set that the supplier must respect requirements concerning human rights, employee rights and environment
- The contracts are gross contracts
- Operators will implement the route production in the Route Timetables
- Requirements were set for how operators must handle and solve deviation situations.
- In the event of non-compliance and deviations, sanctions, deductions and fees will be imposed.
- There are requirements for how the main vessel and backup vessel must be designed.
- It is the operator’s responsibility to make sure the vessel is suitable for the quays
