The court administration administers and manages the telephony and video communication solution for the courts in Norway.
Today's solution is based on the Cisco UC 'ecosystem' which is integrated with a Mitel CMG switchboard. The solution is configured and set up for the courts on VM machines that are physically located in Norway and operated by ATEA. See the tender documentation for further details.
The scope of the need being announced in this competition is:
Operation and maintenance of the existing solution, but delivered as a (cloud) service. The tenderer must operate, maintain and administer the solution on the tenderer's server(s), as well as optimally manage the associated licenses below. The tenderer will be responsible for migration to the new cloud operating platform. Deadline for implementation: 31.12.22

The court administration administers and manages the telephony and video communication solution for the courts in Norway. There are a total of 51 courts spread over a little over a hundred locations throughout the country. The courts in Norway have a critical societal function, which entails high requirements for uptime and security, in addition to the fact that privacy must be safeguarded.

In the long term, the court administration wishes to renew/replace all or part of the existing communication solution, but envisages that this project will be finalised in 2024 at the earliest.

Operation and maintenance of the existing solution, but delivered as a (cloud) service. This means that the tenderer must operate, maintain and administer the solution on the tenderer's server(s), as well as optimally manage associated licenses under section 2. The tenderer must be responsible for migration to a new cloud operating platform. Migration must take place outside of normal working hours during December 2022, preferably during a weekend. The deadline for implementation is 31.12.22

Some minor technical consultancy related to the solution during the agreement period.

Additionally, per the tender documentation, tenderers will not have the opportunity to deliver only on parts of the scope.

The contracting authority has the option to extend the contract for another 1+1+1 years. The maximum agreement period can therefore be 4 years.

Egnethet til å utøve yrkesvirksomheten:

Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT).

For Norwegian tenderers:

Tax and VAT certificate issued by the Tax Office via Altinn.

For foreign tenderers:

Foreign tenderers must present

equivalent certificates from their own country demonstrating that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirement: Tenderers shall be a legally established company.

Norwegian tenderers:

Company Registration Certificate. The contracting authority will obtain a Company Registration Certificate from the Brønnøysund Register Centre for Norwegian tenderers. Norwegian tenderers do not, therefore, need to submit a such a certificate.

Foreign tenderers:

Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

with the boards and auditor's reports from 2020 and

If there are reasons as to why the provision annual accounts cannot be attached,

the financial standing must be documented in another suitable way.

The contracting authority reserves the right to carry out a credit assessment from Experian.

Financial strength will be assessed in relation to

turnover, operating margin, solidity and liquidity.
