The aim of this procurement process is to enter into two (2) sub-contracts with professional tenderers for line clearing (i.e., deforestation/removal of vegetation) under, by, and on both sides of specific 22 kV high voltage line routes in the contracting authority's concession area in North Rogaland and Vestland Counties. The high voltage line routes that are to be cleared (routes and amounts) are detailed in the tender documentation. The total number of decares that are to be cleared is approx. 6568, of which approx. 2400 decares belong to sub-contract 1, and approx. 4100 decares belong to sub-contract 2.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Orderly tax and duty payments.
Tenderers must have all their tax and duty payments in order.
Documentation requirement: Norwegian companies: VAT and tax certificate. The tax certificate must not be older than six (6) months, calculated from the tender deadline. The certificate can be ordered via www.altinn.no. Foreign companies: A certificate issued by the competent authority in the tenderer's home country, certifying that the tenderer has fulfilled it's obligations regarding taxes and fees in accordance with the legislation of the country in which the tenderer is established.

The tenderer's economic and financial capacity
Requirement: Tenderers must have a minimum of credit rating A at the credit rating agency Dun & Bradstreet Norge AS (previously Bisnode).
Documentation requirement: The contracting authority will obtain credit evaluations from Dun & Bradstreet Norge AS (Bisnode). Tenderers do not need to submit a credit rating report.
Teknisk og faglig kapasitet:
Technical and professional qualifications of the tenderer.
Requirement: Tenderers (as a company) must have experience in deforestation and/or clearing vegetation under or in the immediate vicinity of live high voltage routes.
Documentation requirement: A description of the tenderer's most relevant assignments in the the last three (3) years must be submitted. The description must include a statement of the assignment's value, date and name of the contracting authority. Contact information is also required (name, telephone number, and email address) of the responsible person at the reference. It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to the competence of personnel that will be available for this assignment, including experience that has been acquired while personnel performed services for another supplier. The contracting authority reserves the right to contact the stated contacts listed as references.

Requirement: Competence and systems which ensure that the service can be provided with low environmental impact and a high degree of security are required,
Documentation requirement: Documentation of environmental impact: Submit a description of the company's routines and systems to secure a low environmental impact when carrying out the delivery. If the company has environmental certification or ISO 14001:2004 (or a more recent version), EMAS, Eco-Lighthouse or equivalent 3rd party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.
