Kort beskrivelse:

The estimated value of the agreement is between NOK 600,000 and 800,000 excluding VAT per annum, to a total of NOK 2.4- 3.2 million. excluding VAT. The contract will be valid for 4 years from date of signing.

The aim of the procurement is to:

- Ensure the Municipality access to good occupational health services at the lowest possible cost.

- Support the Municipality's work with an action plan 'Included working life'.

- Bear the administrative burden of carrying out the contract at the lowest possible level.

- Ensure that laws and regulations are complied with, including that requirements given in the working environment legislation and the internal control regulations are complied with. The services must be of such quality that the described need is fully covered, without the need for follow-up work on behalf of the contracting authority.

The service provider shall provide the services in accordance with applicable laws, regulations and circulars that are relevant to the contract. This applies i.a the following laws and regulations:

- The Act of 17 June 2016 relating to working environment, working hours and employment protection [the Working Environment Act], etc. § 3-3

- The National insurance act - LOV- 1997-02-28-19

- Regulations concerning Organisation, Management and Employee Participation. FOR-2011-12-06-1355

Regulations relating to systematic health, environmental and safety activities in enterprises [Internal control regulations]. FOR-1996-12-06-1127

- Regulations concerning the performance of work, use of work equipment and related technical requirements FOR-2011-12-06-1357

Where quality is not defined in any other way, the quality must be at a normally good level for such services. In cases where the contracting authority believes that the quality is unsatisfactory, the tenderer and the contracting authority must agree on the quality of the service. The contracting authority refers to 2.3.1 non-invoicing hours.

See Part 1 of the tender documentation with an invitation to ask questions if the quality requirements are perceived as unclear. Upon requests from the tenderers, an information meeting will be held as described in Part 1 of the tender documentation. At the tender meeting, there will be an opportunity to ask questions about quality requirements. Such questions are requested to be sent in advance so that the contracting authority can investigate and provide the best possible answer.

Certificates of registration in a professional register, trade register or company register shall be submitted, as prescribed in the legislation in the country where the tenderer is established. Norwegian tenderers who are limited companies shall submit a company registration certificate from the Brønnøysund Register Centre.

Økonomisk og finansiell stilling:

Tenderers shall have satisfactory economy to execute the contract. The ability to fulfil the contract will be assessed in relation to turnover, balance sum, solidity and liquidity.

Minste nivå(er) av standarder:

In the ESPD, the tenderer must state for the last two financial years:

* Turnover

* Current assets (stated under "other economic and financial requirements")

* Equity (stated under "other economic and financial requirements")

* Balance sheet total (= total assets) (stated under "other economic and financial requirements")

Documentation requirement: The tenderer´s annual accounts including the board´s report and the auditor´s report for the last submitted accounting year.

If the annual accounts do not contain last year's figures, the tenderer must submit annual accounts for the last two financial years.

If the tenderer is unable to provide the above mentioned documentation, or wants to document that this gives a misleading picture of the financial situation, the tenderer can prove the economic and financial position by providing other documentation that the contracting authority deems suitable. The tenderer must then provide specific reasons why the requested documentation may not be available or gives a misleading picture.

In addition to the documentation that the tenderer has submitted, the contracting authority can obtain credit information and emphasise this. This does not exempt the provider from the obligation to enclose requested documentation of economic and financial position.

Teknisk og faglig kapasitet:

Tenderers shall document satisfactory technical and professional qualifications. More detailed information about the technical and professional requirements and documentation that these are satisfied can be found below.

4.7.1 Certifications

The tenderer must be approved for cleaning activity in accordance with the Regulations concerning administrative arrangements within the area of application of the Working Environment Act (FOR-2011-12-06-1360) chapter 2.

Documentation requirements: Certificate from the Norwegian Labour Inspection Authority which shows that the provider has been approved in accordance with the provision.

4.7.2 The company's relevant experience

Tenderers shall have sufficient relevant competence. Relevance is assessed in relation to professional comprehensiveness and contract size.

In the ESPD, the tenderer must give a description of the most important deliveries in the last three years. The description must include a statement of the assignments' values, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevant professional skill, experience, competence and capacity via the description.

The references must, at the request of Rana municipality, be able to confirm the nature and size of the assignments as well as the tenderer's qualitative implementation of the deliveries. If the references indicate that the deliveries have not been carried out with good quality, the tenderer is unqualified to participate in the tender contest.

4.7.3 The offered professionals' relevant education and professional qualifications

Responsible contact person

The tenderer shall substantiate professional qualifications for the responsible contact person. The documentation shall show that the contact person has experience in managing contracts for occupational health services of an considerable extent and complexity.

Documentation requirements: A clear description of whether the responsible contact person has the required qualifications is given in the ESPD.

Proposed professionals

The tenderer must document education and professional qualifications of the proposed professionals. The documentation must show that the employees individually and collectively have the necessary competence to carry out the assignment as specified in the tender documentation part 2, requirements for the delivery.

Documentation requirements: Supplementary CVs with accompanying documentation for all offered professionals. The CVs must show the required qualifications in a clear manner, preferably in a tabular form.

The tenderer shall propose professionals with the following professional qualifications
