Nordre Follo RA IKS shall increase the nitrogen purification capacity at the plant by constructing a new nitrogen purification level in its own new building. The existing nitrogen purification level will be taken out of operation and preserved for a few years before this plant is renovated and put back into operation due to the expected increase in the amount of wastewater to the plant.

A draft of the tender documentation is attached to this qualification documentation. The contracting authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting has considered dividing the assignment in accordance with the PPR §19-4, but finds that it is not appropriate for this procurement.

Limits to the number of links in the supplier chain

Tenderers cannot, without written consent from the contracting authority, have more than one link in the chain of sub-suppliers under them. C.f. the PPR § 8-13.

The contracting authority reserves the right to accept more links in the supplier chain after the contract has been signed if, due to unforeseen circumstances, it is required to fulfil the contract.

Tax and VAT certificates

Tenderers must have the tax and VAT payments in order (ESPD: Part II A.e).

Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than 6 months from the deadline for tenders.

The contracting authority is not allowed to request the certificate if already submitted, in accordance with the regulations, § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, attach the certificate voluntarily if you want.

Tenderers must, in addition, present a tax certificate from all sub-suppliers if the contract sum for each individual sub-supplier exceeds NOK 500,000 excluding VAT, (Section 7-2(3)). This must be presented on the date the contract is signed at the latest.

Other economic and financial requirements: Economic and financial standing

Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).

Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The Contracting Authority reserves the right to collect supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other providers in order to fulfil this qualification requirement, the necessary documentation must be presented. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

The supporting company must, in addition, submit a tax certificate and ESPD form. Add any such companies that you depend on under the step 'sub-suppliers' in Visma Tendsign, and complete an ESPD form for them.

Teknisk og faglig kapasitet:

There are requirements regarding the tenderer's technical and professional qualifications.

The tenderer must have good experience from comparable assignments/deliveries (ESPD: Part IV B.58-4).

Comparable assignments are in this context defined as: Biological treatment plants with nitrogen purification and with a capacity of 30,000 pe or higher.

Description of at least 1, maximum 3, comparable assignments carried out by the tenderer. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description, as well as document that the competence is still available in the company.

The tenderer can document experience by referring to the competence of the personnel at its disposal that may be used for this assignment, even if the experience was acquired in the service of another company. In that case, CVs for proposed personnel must be attached. The CVs must give information of education, work experience, welding certificates, etc. Any sub-suppliers must also present the required documentation. The description must include information about the contract value, dates and recipient (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description.

Any need for support from other companies in order to fulfil this qualification requirement. If the tenderer is dependent on other companies in order to fulfil this qualification requirement, a commitment statement stating that the tenderer can use the required resources must be attached.

The contracting authority carried out negotiations with the remaining tender, but the tender offer was unacceptably high in relation to the budget that was set. In principle, the contest was cancelled when the tender offer exceeded the contracting authority's value assessment. The contracting authority has therefore decided to cancel the contest. Otherwise, the competition is cancelled as there is no basis for comparison of the given price or other elements in the tender. There is, thus, a justifiable reason for a cancellation. The contracting authority has therefore decided to cancel the contest, cf. the PPR § 25-4. The contracting authority will soon publish a new tender contest.
