The procurement need has two parts and covers both the Parliament library and the section for press and community contact. Both sections have different needs that are covered by the same supplier market, and it is therefore appropriate to hold a joint procurement process.

The needs are as follows:

- MPs, the party groups and the parliament's administration continually need to keep up with the news. This applies both to references of MPs, political matters, and references of the Parliament's Presidium, administration, and Parliament as an institution. Each individual MP, and employees in the party groups and in the administration can have individual needs for newsfeeds, based on their sphere of work.

The need will change over time, to the degree that new political matters arise and actors are mentioned in the media, and there can be changes as regards what news sources are to be included in the newsfeed.

- If the need is not covered, the basis for MPs being able to do a good job in their role will be considerably worse.

- Both MPs, groups secretariats, and the administration need to follow different parts of the total media picture. This can best be done by having access to a media monitoring service that can be split up into individual profiles. The Parliament's administration also needs to analyse the media's coverage of the presidium and the Parliament's administration qualitatively. This is a strategic aid for getting increased insight into how the Parliament's administration handles the challenges in the media's coverage.

- It is ever more demanding to get total access to all of the newsfeed, as an increasing number of media houses choose digital systems that prevent us from reading their content without being a subscriber ourselves. The media monitors and media houses do not have contracts that give us as customers of a media monitoring company access to their content.

- In its work with the media, the section for press and community contact (PSK) needs a tool that makes it possible to follow the news continually, and which gives access to all large media particularly, both newspapers and the broadcast media. The section also needs a toll that makes it easy to set up reports and separate searches for special cases.

- In its work with social media, the section for press and community contact needs a tool that can detect relevant activity in social media.

- In addition, PSK needs qualitative analysis of how the Norwegian Parliament as an institution is covered by the media.

The estimated value of the framework agreement is NOK 2 million excluding VAT. - total for a four-year period. The estimate is based on an assessment of future needs and experience from previous periods. The total maximum call-offs under the framework agreement in the four-year period will be NOK 3 million.
