New procurement of Water main valley protection measures against landslides

The procurement concerns the foundation and construction of a modified flexible barrier for shallow landslides in Vannledningsdalen. The protection measures must protect against shallow landslides. Fourteen flexible barriers for shallow landslides shall be established with heights varying from 4 m to 8 m above the ground with an approx. 1 m opening under the barriers. The widths of the flexible barriers vary from 19 m to 35 m.
A portion of the procurement will be incorporated as an option due to a unresolved budget situation.
As part of the assignment, a smaller embankment shall also be built along road 217 as well as raising the existing embankments on the Haugen side.
Included in the assignment is also the establishment of a simpler construction / service road past Funken Lodge on Haugen.

The overall security solution includes the construction of 14 modified flexible barriers for shallow landslides, of which complete work for the 3 lower barriers (barrier 1, barrier 2 and barrier 3) has been incorporated as an option for the builder to order.

The tenderer must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian companies: Company registration certificate

Foreign tenderers: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.

Minste nivå(er) av standarder:

The tenderer must have its affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).

Documentation requirement:

Norwegian tenderers: Tax and VAT certificate, not older than 6 months from the tender deadline. (To be issued by the tax collector in the tenderer’s county).

The contractor must require tax certificates for all underlying contractual matters. A breach of the contractor´s obligation to demand a tax certificate from his sub-contractors will give the contracting authority the right to demand that the tenderer replaces the company/companies in question with sub-contractors who can present a tax certificate.

Foreign companies:

Foreign tenderers with

a business address in other EEA countries must submit a tax certificate for VAT and a tax certificate for taxes. If the tenderer´s home country does not issue such certificates, they can be replaced by a declaration from a legal or administration authority in the home country or the current country of residence. A Norwegian translation of all such certificates and/or declarations shall be enclosed.

The tenderer must have the sufficient capacity and competence to undertake this assignment.

- Overview of reference projects of equivalent complexity completed in the last 5 years. The reference projects shall document relevant work tasks for this contract, including concrete / grout work including reinforcement, steel work for the superstructure as well as for foundation work and mass handling / terrain work.

- A description of how the contractor plans to execute the work.

- In cases where the tenderer does not have the necessary qualifications, but relies on other contractors to be qualified, equivalent documentation must be enclosed for these contractors.

- The executing contractor must provide personnel with experience from corresponding work. Relevant personnel shall be on site at least in the initiation phase of the project.

- Documentation of the tenderer's quality system and a description of the system.

- Central approval for the work in question or a self-declaration of liability, cf. the requirements in the building regulations for Longyearbyen 2016 and the attached implementation plan. In cases where the main contractor does not have sufficient competence, this can be replaced by using a subcontractor who has the necessary competence, also with regard to the declaration of liability. The main contractor is responsible for ensuring that the right competence is added and safeguarded in the contract.

- An overview of Tenderer's offered manpower for this assignment (organisation plan) with the names and CVs for the key personnel carrying out the assignment. The CV must at least state age, education and experience. The CV must describe the relevant reference assignments and what function the person in question has had in these. To the extent that the contractor uses sub-contractors and partners, this shall be stated in the

the organisational plan where CVs for key positions for the execution of the contract are presented.

- Use of sub-contractors must be stated. A declaration of commitment or similar documentation must be submitted showing that the provider has the necessary resources available if a subcontractor is used.

- A binding agreement on necessary access to a helicopter in the execution phase.

- Description of equipment, machinery or other available equipment of relevance for the execution of this contract. The building shall i.a. contain the following

information such as: - Age / year model - Number of engine hours - Type of machine - Euro class / step
