Framework agreement
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The contracting authority will sign a contract with two or more tenderers, as long as a sufficient number of qualified tenderers submit tenders.

Tax and VAT certificates
Tenderers must have the tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than 6 months from the deadline for tenders.

The reason is that there are several errors in the contest, including an error in the number of hours, which means that the prices have been weighted incorrectly in the contest. Furthermore, the prices are fixed for the first two contract years. This can lead to an unpredictable basis for tenderers due to fluctuations in price resulting from unpredictable price rises. In addition the volume calculation for the framework agreement is too small due to the price rises we have seen recently. The consequence of these elements is that the contracting authority must cancel the contest and hold it again.
