National road 41 Treungen-Vrådal, Nes-Kyrkjebygda parcel

The work involves improving a stretch of road approx. 7 km in length on National road 41 in Nissedal Municipality. This parcel goes from Nes to Kyrkjebygde and is one of several improvement parcels along the stretch of road between Treungen and Vrådal.
For the most part, the new road will be constructed on top of the existing road, which will also be widened and proper crossfall will be established. An entirely new road will be established along the stretch approx. between sections 1300 and 2300. Here, the road goes beyond the existing road in some places, while in other places, the vertical height also deviates somewhat from the existing road. The new/improved road will have a width of 7.5 metres.
There are also five smaller bridges along this stretch. Three of these will be replaced with 2 x 2400 mm culverts. The other two bridges will be improved with new retaining walls, railings and inlet construction, among other things.
New culverts will also be constructed and conduit will be laid along the entire stretch.
The form of contract is an execution contract.
The contract type is unit price contract.

Egnethet til å utøve yrkesvirksomheten:
Legally established company: Tenderers must be a legally established company or consist of a group of contractors who are legally established companies. The requirement also applies to any sub-contractors that the tenderer will rely on, cf. the tender documentation chapter B2 point 4.

SHA system:
Tenderers must have a system that shows that they work pro actively to ensure safety, health and working environment (SHA), with relevance for equivalent work as that comprised in this competition. The system will be subject to periodic audits.
Accident frequency (H1-value)
Tenderers and their central contractual partners should have an average H1 value lower than 15 for the last three years.
If the H1-value is higher than 15, an account shall be given of the developing trend of the H1-value and possibly the F-value, which will express the severity of any high H1-value.
If a tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The environment:
Tenderers must be certified, or in the process of being certified, in accordance with NS-EN ISO 14001:2015 Management systems for the environment - specification with guidance, EMAS - EU Eco-Management and Audit Scheme, or Eco-Lighthouse for the relevant traffic projects.

Quality
Tenderers must be certified, or in the process of being certified, in accordance with NS-EN ISO 9001:2015 Management systems for quality - Requirement. The certified system must be relevant for equivalent transport projects.
Økonomisk og finansiell stilling:
1. Tenderers must have adequate economic and financial capacity to
fulfil the contract.
2. Tenderers must have an equity ratio of at least 10 %.
3. Average annual turnover for the last three years must as a minimum be equivalent to the annual turnover of the contract.
Teknisk og faglig kapasitet:
Relevant experience: The tenderer must have sufficient experience of a relevant nature and degree of difficulty from the following works: The main subject area of the assignment includes: road construction.
The Builders' experiences:
NPRA and other builders' experiences with the tenderer will be appraised.
Tenderers are required to show references for relevant contracts that they themselves have carried out in a satisfactory manner.
Ability to fulfil contracts:
1. The contract must be sufficiently staffed and the tenderer must have the capacity and ability to deal with unforeseen circumstances in the contract, including COVID-19.
2. Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment.
