Egnethet til å utøve yrkesvirksomheten:
Tenderers must have the tax, employer contribution and VAT payments in order.
Documentation:
Tax and VAT certificate must be submitted with the tender.
The certificate must not be older than 6 months from the tender deadline. The certificate can be obtained electronically from Altinn. For further information, see Skatteetaten.no.
For foreign tenderers:
must submit equivalent certificates from their own country that show that their payment of tax and fees is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration must be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic
capacity to comply with the contractual obligations.
The contracting authority will obtain credit ratings from Bisnode Norge.
Alternative: If a tenderer does not have a rating at Bisnode, the tender can present their annual accounts for the last two years as an alternative. The accounts must contain notes, the board's report and auditor's report. Delivered together with the tender.

Teknisk og faglig kapasitet:
Tenderers must have good experience from
the implementation of equivalent deliveries.
List with an overview of equivalent deliveries in
the last 3 years. The list must as a minimum contain:
• Name of the client
• Contract value and scope
• Delivery dates
• A brief description of the assignment.
Use the template in Annex 4. Delivered together with the tender.
Tenderers must have satisfactory routines
for quality assurance.
A description of the tenderer´s methods for
quality assurance.
If a tenderer is certified in accordance with ISO
9001 or equivalent standards, it will be
sufficient to present a copy of the valid
certificate.
Tenderers must have a conscious environmental and social policy.
Tenderers must at all times comply with the current laws and regulations.

Justification for cancellation The Procurement Collaboration in North Gudbrandsdalen (6K) hereby announces that the contest for medical consumables is cancelled. The contest was held in accordance with the Public Procurement Act from 17 June 2016 no. 73 and the Public Procurement Regulations dated 12 August 2016 no. 974 (PPR) parts I and III. The purpose of this notice is to fulfil the contracting authority's obligation to justify the cancellation, cf. the public procurement regulations, section 25-4 (2). Pursuant to PPR section 25-4 (1), the contracting authority can cancel a contest with 'immediate effect' if there is a 'justifiable reason'. As stated in the EU Lawcourt case C-244/02 and the Borgarting Appellate Court's ruling on 14 February 2005, there is a justifiable reason to cancel if there was an error in the contest that cannot be corrected in any other way than by a cancellation. The public procurement regulations also state that a contracting authority can only make corrections to the tender documentation that are not significant. The contracting authority has been made aware of shortcomings in the set-up in the price and product sheet for the evaluation of the award criteria 'price'. The way the price and product sheet is formulated does not cover the contracting authority's needs. Changing the price sheet in line with the contracting authority's intention would most likely lead to a significant change to the tender documentation, and the error can affect participation in the contest. This error cannot therefore be corrected without cancelling the contest. A new tender contest with the necessary changes will be published shortly. Tenderers will hopefully be able to reuse large parts of the tender material in the new contest.
