Kort beskrivelse:

The full-time employment culture, part-time employment, and measures to increase the share of full-time employees, especially for some sectors, have been much discussed in recent years. It is relatively well known why employees choose to work part-time, but it is less known how employers assess and justify the use of part-time employment. Furthermore, there is little updated knowledge about how large the labour reserve among part-time employees actually is. The labour reserve among part-time employees is closely linked to the comprehension of the use of part-time employees in the current working life. The balance between predictability and flexibility is a core element in challenges related to part-time employment. A better understanding of both employers' use of part-time employment and part-time employees' labour reserve will be relevant for future measures for a full-time employment culture. The Ministry therefore chooses to publish the survey as an overall project consisting of two parts.

As part of the mapping project, an option is published for expanding the project to also include issues related to the proposed amendments to the Employment Protection Act for the right to full-time employment (Proposition to the Storting 133 L (2021–2022) Amendments to the Employment Protection Act (strengthening the right to full-time employment)). Whether it will be relevant to carry out this part will depend on the consideration of the Proposition and when any changes to the law come into force.

Scope

The assignment period is from when the contract is signed in 2022 to handover of the final report 10 November 2023. The total financial limit is NOK 1.5 million excluding VAT.

The option has a value of up to NOK 200,000 excluding VAT. The estimated value is not binding for the contracting authority.

Qualification requirements

Tenderers must be a legally established enterprise.

Documentation Requirement

• Norwegian companies: Company registration certificate or a printout from the Unit Register for single person companies not required to register.

• Foreign companies: Confirmation that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. Confirmation can be delivered in writing or by reference to BRIS.

Documentation Requirement

• A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

• A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Tenderers must have sufficient ability and experience to carry out the delivery.

Documentation Requirement

• A description of the tenderer´s up to three most relevant assignments in the last three years, together with information on the contract value, date for delivery or execution, and the name of the recipient. Relevant assignments are in this context defined as assignments that show mapping and/or research expertise and solid experience with surveys and analyses related to the working life. Tenderers are responsible for ensuring that the description is of such a nature that it verifies compliance with the requirement.
