The Arts Council Norway supports art and culture projects nationwide, carries out development work, and is an advisor for the government on cultural questions. The Arts Council Norway was founded in 1965. The entity currently consists of the Norwegian Culture Fund, the Government's Artist Stipend, the Fund for Audio and Pictures, and assignments connected to museum activities, R&D, creative industry, and international cooperation. The Arts Council Norway has approx. 130 employees in profession administration and has offices in Oslo, Bodø, and Trondheim. In addition to the employees in the profession administration, the Arts Council Norway consists of members in the council, management, and profession committee, which has approx. 260 members.

Kort beskrivelse:
The Arts Council Norway would like to procure a manager development programme for the entire management - which consists of the director, six department directors, nine section managers, and one project manager. All participate in the Arts Council Norway's expanded management team (ULT). The Arts Council Norway reorganised its structure in 2021, so there are several new managers and management positions. It is expected that all management positions will be filled by September 2022. In an employee survey from 2021 we scored low on dialogue, support, and availability of the nearest manager.

The Arts Council Norway has three options for maximum NOK 700,000 excluding VAT per option for management development (manager development programme), a total of NOK 2,100,000 excluding VAT for any new rounds or any follow-up. These are options for the Arts Council Norway that the Arts Council Norway can take up after the programme has been completed in accordance with point 1.3, point 1.4, annex 1, and annex 2. Egnethet til å utøve yrkesvirksomheten:
Company registration certificate and a tax certificate for VAT and tax certificate for tax. If the company registration certificate and/or the tax certificate for VAT and the tax certificate for tax are not submitted in the received tender (before the tender deadline), the chosen tenderer must submit them upon request and before notification of the award of contract can be sent. This (tax) only applies if the chosen tenderer is Norwegian. The tax certificate must not be older than six months, calculated from the tender deadline.

The company's last Annual Financial Statements including notes, the Board's Annual Report and Audit Report, as well as recent information of relevance to the company's fiscal numbers.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Tenderers must have sufficient economic and financial capacity to be able to implement the contract.
Teknisk og faglig kapasitet:
Tenderers must document competence and relevant experience from similar assignments by a list of the most important completed assignments in the last three years, together with information on the contract's value, date of delivery or execution, and the name of the recipient. A description of the tenderer's staff/capacity, which substantiates that the tenderer has the capacity to fulfil the contract. Documented by a statement of the tenderer's average annual workforce and the number of employees in management in the last three years.

Tenderers must have sufficient experience, (from equivalent deliveries for equivalent entities, (public sector and more than 100 employees)), to fulfil the contract.
