Kort beskrivelse:
The metro network of Oslo is expanding, with a new 8 km extension line to Fornebu (Fornebubanen), and a modern CBTC signalling system. More metro vehicles are needed for this expansion, and a project has been established to procure new metro Vehicles. The new Vehicles are named M4000. The M4000-Vehicles will not replace the existing MX3000-fleet but will operate in parallel with the existing metro vehicles.

Contracting Authority intends to procure a Primary Delivery of minimum 20 metro Vehicles for delivery in the period 2027 to 2028, with options for additional 90 Vehicles. The state and local authorities have common ambitious plans to absorb all future growth in passenger mobility without increase of car traffic. Hence, a comprehensive Option program is needed to address further general growth of the Oslo Metro, and it may be relevant to increase the number of Vehicles by up to a total of 110 Vehicles.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. Candidate shall be a legally established company incorporated and registered, and being domiciled or having its main administration, in an EU or EFTA member state, a state that is party to the WTO Government Procurement Agreement (GPA) or a state to which Norway has granted access to its public procurement market under an international agreement.

2. Candidate shall not be bankrupt, subject of insolvency or debt settlement proceedings or in other similar serious financial difficulties.

3. Candidate shall have sufficient solidity, liquidity and financial standing to perform the contract.
4. Candidate shall have a solid ownership and credible strategies in order to be a long-term supplier to Contracting Authority.
5. Candidate shall have its economic obligations in order with regard to government tax authorities.

Teknisk og faglig kapasitet:
6. Candidate shall comply with all current HSE legislation and have adequate procedures towards the safeguarding of HSE.
7. Candidate shall have a good and efficient project management, safety and quality control system, and an adequate information security management system.
8. Candidate shall have a well-functioning environmental management system.
9. For the execution of the contract, Candidate shall accept Contracting Authority’s demands for social responsibility and shall demonstrate ethical conduct and corporate social responsibility.
10. Candidate shall have the design management, production facilities, including facilities for the final assembly of the Vehicles within an EU or EFTA member state or the UK, and the organizational capacity to fulfil the contract and to support the operation and maintenance phase.

11. Candidate shall have knowledge of relevant standards and approval processes for the delivery.
12. Candidate shall have relevant experience from at least 3 Reference Deliveries since 2010, that are in operative service. At least one of the Reference Deliveries shall be to a metro system. At least one of the Reference Deliveries shall be operating outdoor under winter conditions where temperatures regularly fall below 0 degree Celsius.
