In this procurement the contracting authority has set requirements regarding the procurement of licences from Commvault and NetApp.

HIKT has a system for backup that is based on licences from Commvault, with other systems that are adapted to Commvault as the main component in HIKT's backup system. Licences from NettApp enable the storage unit, which is an SAN system (SAN: Storage Area Network) on premise at HIKT.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.

Documentation requirement: Tax Certificate, not older than six months calculated from the tender deadline. For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/person responsible for finance.

Tenderers must be a legally established company.

Documentation requirements: Norwegian tenderers: Company Registration Certificate. Foreign tenderers - confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Økonomisk og finansiell stilling: Tenderers must have the sufficient financial strength to fulfil the contract.
Minste nivå(er) av standarder:

The requirement must be documented by the tenderer's annual accounts, including notes with the boards and auditor's reports for 2021, the provisional accounts for 2022, as well as a credit rating from a recognised credit rating company, not older than three months. Tenderers' financial strength will be assessed on the basis of turnover, operating margin, solidity, and liquidity.

Teknisk og faglig kapasitet:

1) Tenderers must have adequate execution capabilities.

2) Tenderers must have a good and well-functioning quality assurance system.

3) Tenderers must have very good experience from comparable assignments.

4) Environmental certification: Tenderers must have and operate a good and well-functioning environment management system.

Minste nivå(er) av standarder:

1) A brief and general description of the company must be given, including: A report of the company's core competence related to the scope of delivery. A description of how the tenderer is organised for the implementation of this contract, as well as the tenderer's available capacity.

2) A brief description of the overall quality assurance system that the tenderer will use for the implementation of the contract. The description should be so detailed that the contracting authority can undertake an independent evaluation of whether or not the tenderer's quality assurance system can be considered well-functioning for this contract.

If a tenderer is certified by a public certification body (e.g., ISO), it is sufficient to attach a copy of an issued certificate.

3) Completed version of Annex 4 - Reference Descriptions, with a description of 3 the tenderer's most relevant and comparable assignments from the last 3 years.

Tenderers are asked to attach any available signed attestations from previous assignments.

4) Environmental certification: A brief and general description of the environment management system the tenderer will use for the execution of the contract. The description must however be so detailed that the contracting authority can undertake an independent evaluation of whether the tenderer's environment management system can be considered well-functioning for this contract. If a tenderer is certified by a public certification body (EMAS, Eco-Lighthouse, ISO 14001, or other recognised environment management systems or standards), it is sufficient to attach a copy of an issued certificate.
