Purpose of the procurement
The assignment concerns transport of library material to and from the libraries in Vestfold and Telemark to libraries elsewhere in Norway and abroad. The University of South East Norway (USN) is also part of the contract.
USN does not use this transport scheme for book transport between USN's campuses, with the exception of Rauland Campus. USN also has campuses in Viken (Buskerud), which will be covered by the contract. These are Campus Kongsberg, Campus Drammen and Campus Ringerike (Hønefoss).

The libraries loan media from each other when their borrowers would like material the libraries do not have in their collection (remote loans). The borrowers can also self-order material from other libraries and collect it from the library they choose as the collection library. The material can be delivered to all public libraries independent of which library the material was borrowed from. There is a wide loan cooperation between all types of libraries, and material can be ordered from public libraries, school libraries, university libraries, or specialised libraries.

There is a need for a transport scheme that can contribute to material being transported efficiently between libraries, both internally in Vestfold and Telemark County, and to libraries elsewhere in Norway and abroad. Simple routines, logistics, choice of routes, and predictable transport expenses are important.

The value and scope of the contract
The annual scope is estimated to be between NOK 5 million - NOK 7 million.
The procurement's total value over 6 years is estimated to be: Between NOK 30,000,000 - NOK 42,000,000. The value is an estimate based on statistics and accounting figures for the procurement of equivalent services for the same buyer group for previous years, as well as future budgets. The value must be considered as an estimate and is not binding.

The duration of the contract will be 2 years. The contracting authority will have an option to extend the framework agreement for a further 4 years, with 2 years at a time, to a total of maximum 6 years.

Tenderers must have sufficient implementation ability to carry out the contractual obligations.
Tenderers must have experience from similar and relevant assignments.
Tenderers must take environmental impact into consideration and do their part to reduce negative environmental impact of their
business.
