The contract includes the purchase of a joint library system for Bærum library and the school libraries in Bærum. It also includes an option for Asker municipality's public libraries to purchase the same service as Bærum municipality.

Bærum public library comprises 5 departments and a library at Ila prison. A new local library at Fornebu has been decided. The planned opening of the library is in 2027-28. A temporary library at Fornebu may be relevant prior to the opening of the new library.

Currently, Bærum municipality has 38 schools out of a total of 44 with own school libraries Moreover, there is a special educational service for the nurseries in Bærum that uses toy libraries.

Asker public library comprises 5 departments with a sixth department in process.

Requirement 2: Registration in a trade register or company register

The tenderer must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian companies: Company registration certificate

Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

Requirement 3 - Economy

Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.

Documentation requirement:

Expanded credit rating/report, not older than 3 months, from a publicly certified credit rating company with score A (credit worthy) or equivalent or better. The report must be based on the last known fiscal figures. The date must be clear.

If a tenderer has valid reasons for being unable to present the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other documents that the contracting authority deems suitable.

Teknisk og faglig kapasitet:

Requirement 4 - Implementation ability

Tenderers are required to have an organisation that has the capacity to fulfil the contract.

Requirement 5 - Experience

Experience is required from at least 3 equivalent assignments in the last three years.

Equivalent assignments are in this context defined as deliveries to public contracting authorities with comparable requirements as Bærum municipality.

Requirement 6 – Quality management system

A good and well-functioning quality management system is required for the requested services

The concept of a quality management system is that i.a, the tenderer is aware of quality objectives, planning, security, handling of deviations, quality improvement and data security.

Requirement 7 – Environmental management system:

Systems and procedures are required that ensure low environmental impact when performing the delivery.

The environmental management system must, amongst other things ensure continual improvement of:

the organisation’s competence in environment and safety

the climate impact of the service.

Minste nivå(er) av standarder:

A description of the tenderer's technical personnel or technical units the tenderer has at its disposal to fulfil the contract, regardless of whether they belong to the tenderer or not.

A list of the three most important deliveries or services performed during the past three years, including information on the value, date, and the name of the public or private recipients with contact information.

Statement of the tenderer's quality assurance system and/or copy of certificate for the quality control system in accordance with ISO 9001:2015 or equivalent certificate.

A description of the tenderer's environmental management system and/or copy of certificates for the environmental management system in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or equivalent.

The contracting authority will accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates by the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested quality assurance standards or environmental management systems or standards.
