The aim of the contract is to cover the contracting authority's need for Legal services regarding land acquisition, including:
- Counsel assignments on behalf of the county
- Ongoing oral and written legal guidance and counsel
- Preparation of legal notes and process risk assessments
- Quality assurance of work that the county has done itself
- Provide legal assistance in connection with negotiations
- Professional contributions/education in the branch of jurisprudence, including internal courses, guidance and lectures
More specifically, assistance and procedures will be needed in connection with:

Kort beskrivelse:
In cases involving assessment, revaluation and land consolidation related to transport and communications, there will be a need for assessment, especially in connection with notices of appeal.
For cases involving county road land consolidation, the assignment may also include preparation and prosecution of cases before the Supreme Court.
The need may, for example, be ongoing legal counsel in connection with the consolidation of land and rights related to the county road network, including assessment, revaluation, land consolidation related to transport and communications, negotiations on amicable agreements, etc. More specifically, there will be a particular need for assistance in cases involving noise, loss of development opportunities, determination of expropriation compensation in housing, business, agriculture, etc.

The contracting authority has several internally employed lawyers. The need for external counsel therefore mainly occurs when a case has a certain complexity or, due to time pressure/heavy workloads where enough internal capacity is lacking.

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

The service provider´s economic and financial position:
As a minimum requirement, tenderers must not be subject to bankruptcy proceedings, debt negotiations or liquidation or have suspended activity. Sufficient economic and financial standing is required to fulfil the contract.
Tenderers' technical and professional qualifications.
a. The tenderer must have valuable experience from similar assignments / deliveries (i.e. assignments of similar nature, size and scope) to public contracting authorities and experience from land acquisition.
b. Tenderers must have sufficient implementation ability and capacity for implementation of the contract.
