Helse Midt Norge RHF would like to enter into a framework agreement with a total supplier of legal services.

We want tenders for general legal assistance in the form of:

- Legal advice and quality assurance, for both individual questions and major review work.

- Assistance with any appeals and/or dispute cases, including negotiations and procedures.

Within the following legal areas:

A: Public procurements, B: Technology and IT law (including ICT contracts) data protection and information security, C: Individual and collective labour legislation and pension rights, D: Administrative law, E: Real estate law, contract and planning and building law, F: Company law G: Health law, H: Sate subsidy and competition law, I: Intellectual property law, legal relations relating to research (including issues relating to commercialisation, rights and research agreements), J: Law of torts, K: Contract law

Tenderers must therefore have competence in all these areas.

Estimert verdi eksklusive mva: 30 000 000 NOK 💰
Varighet: 24 måneder
Beskrivelse av fornyelser:

The framework agreement will be valid for two (2) years from the start-up date. The contracting authority can then extend the contract for one (1) year at a time for up to two (2) years. The maximum contract period will be four (4) years. (2+1+1)

Egnethet til å utøve yrkesvirksomheten:

The tenderer must be a legally established company.

Norwegian Tenderers must provide an updated company register certificate.

Foreign tenderers must provide authorisation(s) for statutory registration in the country where the company is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations. The tenderer is required to be creditworthy without collateral and have positive equity at minimum.

Minste nivå(er) av standarder:

The contracting authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:

The latest submitted annual financial statement with notes including the auditor's report..

The contracting authority itself will order a credit report from Bisnode AS to verify that the tenderer is creditworthy.

Teknisk og faglig kapasitet:

Tenderers must have sufficient ability and capacity to fulfil the contract obligations.

Minste nivå(er) av standarder:

The contracting authority will consider the tenderer’s experience with deliveries of the products included in the contract. Documentation requirements:

The total number of employees, as well as the number of lawyers and junior barristers, in total and per legal area. See section 1.3. The tenderer must refer to resources and competence in legal areas A-K , c.f. section 1.3 (CVs shall not be attached for this description, nor an indication of named HRs intended for the performance of the individual assignments).

A description of the 3 most important and relevant assignments related to this specific contract in the last three years for each of the legal areas A-E in section 1.3, including information on delivered hours and times, as well as the name of the public or private recipient. Relevant deliveries from the tenderer's organisation and for individuals who are now employed in the organisation can be used to comply with this requirement.

Annex 'Svarskjema tekniske og faglige kvalifikasjoner' ['Answer form, technical and professional qualifications'] must be submitted.
