The tender contest concerns the delivery of laboratory services for analysis of water and sewage samples for the participating municipalities.
The objective of the tender contest is procurement of laboratory services for analysis of water and sewage samples from the municipalities.
The assignment includes:
Assistance in preparing certain sampling programs for each municipality in accordance with need.
Lending of all required sample packaging including packaging for transport.
Analyses that are part of the routine control of drinking water systems (raw water, clean water and network water), wastewater management (in and out of treatment plants), sludge samples, leachate from waste sites, watercourse and recipient monitoring.
Analytical standby for reception and analysis outside office hours, i.e. for ordinary emergency preparedness samples.
Communicating analysis results electronically, both as pdf and excel files, including completed report template to Vannmiljø [the Aquatic environment]. The municipalities are using the Gurosoft system and presuppose a suitable user interface.

All communication between the tenderer and the contracting authority shall be in Norwegian.
See point 1.1.1 for a description of the participants in the contract.
The contract value is estimated to: NOK 10,400,000 excluding VAT for the entire agreement period. The value is an estimate and is not binding for the contracting authority. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with the Utilities Regulations §15-3, but has decided that this is not suitable for this type of assignment.

Contract
The procurement will be regulated by the attached contract with the associated standard terms.
Each municipality shall enter into separate agreements with the provider. The separate agreements shall be signed with a single supplier for each of the municipalities: Flå, Nes, Gol, Hemsedal, Ål, Hol and Krødsherad municipality.
The contracting authority expects that tenderers are familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
Beskrivelse av fornyelser: 4 extensions, each for 12 months.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have the tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: Requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country where the tenderer is registered. The certificate must not be more than 6 months from the deadline for tenders.

Other economic and financial requirements: Economic and financial standing
Requirements regarding the tenderer´s economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: The Contracting Authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The Contracting Authority reserves the right to collect supplementary information about the tenderer's finances.

Any need for support from other companies in order to fulfil this qualification requirement: If the tenderer is dependent on other companies to fulfil this qualification requirement, an account thereof shall be given below. In such cases the contracting authority will assess the finances of the supporting company in the same way. The contracting authority retains the right to collect supplementary information, bank guarantees or similar.

Teknisk og faglig kapasitet:
There are requirements regarding the tenderer's technical and professional qualifications.
The Provider shall be accredited in accordance with NS-EN ISO/IEC 17025 or equivalent. All analysis services that require accreditation in accordance with the given regulations (parameters and quantifying limit) must be included in the accreditation.
