KDD would like, as part of the follow-up of the election law committee's review, to obtain knowledge of electronic voting. The study will examine electronic voting in both controlled and uncontrolled surroundings. The results will be part of the department's further assessment of electronic voting, and will be an important source of updated knowledge on this form of voting.
Obtaining knowledge will give the ministry updated knowledge of electronic voting in controlled and uncontrolled surroundings, and will form a basis for weighing up the options, risks, gains, and costs against each other. Based on the findings, the ministry will assess further follow-up in this field, and in the long term it could be appropriate to carry out a minor trial with some systems.
A central part of these assessments will be the security aspect and the vulnerabilities and risks involved with the introduction of new technology.

The Ministry of Local Government and Regional Development would like to obtain knowledge on electronic voting as part of the follow-up of the election law committee's review. The study will examine electronic voting, both in controlled and uncontrolled surroundings, i.e., both different systems in polling stations and over the internet outside polling stations (home voting). The results will be part of the department's further assessment of electronic voting, and will be an important source of updated knowledge on this form of voting.

The estimated value of the contract is from NOK 2 million excluding VAT to NOK 2.5 million excluding VAT. The estimated value is not binding for the contracting authority.
The final report for the assignment must be submitted by 1 October 2022.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
