The joint procurement contract is for the procurement of an electric bicycle model of the type town/hybrid bicycle. Electric transport bicycles can be offered as an option.
The contract includes the procurement of spare parts and accessories.
A small, medium, and large service package is to be offered, as well as an hourly rate for repairs and unit prices for tyre changes and bicycle washing services. These service and repair services cover all the offered bicycles and other electric bicycles that Oslo Municipality owns.

Kort beskrivelse:
Oslo Municipality, c/o the Development and Competence Agency, Group Procurements Division, invites tenderers to an open tender contest for a framework agreement for the procurement of electric bicycles.
A contract will be signed for the procurement of one electric bicycle model of the type town/hybrid bicycle. It must have a design that is in line with Oslo Municipality's visual profile, and it will be promoted in the municipality as the 'Oslo bicycle'. Various alternatives of electric transport bicycles can be offered in addition as an option. Various alternatives means, for example, electric transport bicycles for transporting several persons, for transporting light/heavy loads, etc.

The contract will include the procurement of spare parts and accessories for all the offered bicycles. In addition the contract will include accessories that are personal equipment, such as helmets and reflective vests.

Tenderers must be a legally established company.
Documentation requirement: For Norwegian companies, company registration certificate. For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to comply with the agreement.
Documentation requirement: The company's last annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The contracting authority reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
- Tenderers must have experience from equivalent assignments.
Equivalent assignments means major deliveries of electric bicycles.
Documentation requirement: A short description of the most important deliveries in the last three years. In order to ensure sufficient competition, documentation of deliveries that the tenderer carried out more than three three years ago can also be taken into consideration. The description must include information on the contract value, date of delivery, number of delivery places, as well as the name of the contracting authority and a description of the assignment's content.

- Tenderers must have the capacity to fulfil the contract. Documentation requirement: A statement of the tenderer's average annual workforce and the number of employees in the management in the last 3 years.
- Tenderers are required to have implemented environmental management measures that ensure that the tenderer is
suitable to fulfil the contract's environmental provisions. This means that the tenderer has
methods for working actively and systematically to reduce negative impacts on the environment from
activities connected to the execution of this contract. Documentation Requirement: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.
