The aim of the procurement is to sign a joint government contract with up to three tenderers for the procurement of mobile devices, provided that there are a sufficient number of suitable tenders.
The procurement is expected to contribute to more professional, efficient, and simpler procurement processes, as well as better and favourable procurements for individual procurements for each entity. The government expects central framework agreements to give lower direct costs, reduced transaction costs, increased use of electronic trade, better compliance with the rules, and better adherence to environmental and social responsibilities.

The contracting authority has an option to extend the joint contract for a further 6 months. + 6 months. + 6 months. + 6 months. The maximum duration of the joint contract including options is four years.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirements: Norwegian tenderers - company registration certificate. Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Selected tenderers must submit a tax certificate for VAT and a tax certificate for tax, cf. the public procurement regulations, section 7.2. This only applies if the chosen tenderer is Norwegian.
The tax certificate must not be older than 6 months old at the deadline for submitting a tender.
Økonomisk og finansiell stilling:
Tenderersmmust have sufficient economic and financial capacity to fulfil the contractual obligations.
. Documentation requirement: A credit rating based on the most recent fiscal figures. The rating must be carried out by a credit rating company with licence to conduct this service.
The contract owner can obtain further credit ratings or other financial information such as, but not limited to, the annual accounts including notes, the board´s annual reports and the auditor´s reports.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contract owner, the tenderer can document his economic and financial capacity by presenting any other documented the contract owner deems suitable.
Teknisk og faglig kapasitet:
a) Tenderers must have experience with the execution of equivalent contracts.
'Equivalent' means contracts that cover deliveries of large volumes of equivalent products and services for customers with a large number of users.
Documentation requirement: A description of the tenderer's 3 most relevant contracts in the course of the last 3 years. The description must include a statement of the contract's scope, value, date, and customer.
b) Tenderers must have sufficient capacity, resources, and suitable manpower to comply with the contractual obligations.
Documentation requirement: A statement must be given of the tenderer's average annual workforce and the number of employees in management in the last three years. A description of the proportion of the contract and the areas for which the tenderer expects to engage a sub-provider.

c) Tenderers must have a quality assurance system that is suitable for ensuring socially responsible production (ethical trade, cf. Annex 6 Social Responsibility).
Documentation requirement: A description of management of the supplier chain and the tracking systems the tenderer will use to fulfil the contract.
Tenderers must have procedures for environmental management measures that contribute to minimising environmental impact.
Documentation requirement: Tenderers can document this by a certificate from EMAS, ISO 14001, the Eco-Lighthouse scheme, or equivalent certificates. The contract owner will also accept other documentation that shows that the tenderer has equivalent environmental management measures. As a minimum, a general description of the tenderer's relevant systems and processes must be submitted here.
