The joint contract includes the delivery of light source products, standard fittings, products for smart light control and installation material/electrical material for the following main groups:
- LED light sources
- Halogen
- Compact fluorescent tubes
- Fluorescent tubes
- Special lamps
- Light control; sensors, relays, control units, etc.
- Starters/igniters
The contract also includes building inspections including photometry, professional organisation of order lists and consultancy regarding energy efficiency and environmentally friendly light sources.
The contract does not include deliveries to construction projects where light sources and fittings are included in the contract, as well as light sources that are bought via electrician services.

The joint procurement agreement applies for two years. The contracting authority has an option to extend the contract for a further 1+1 year on the same terms. The contract´s maximum period, including options, is 4 years.

Teknisk og faglig kapasitet:

Tenderers must have experience from similar assignments. Equivalent assignments are in this context defined as comparable assignments in relation to content and scope.

Tenderers must have sufficient capacity to fulfil the contract.

Tenderers must have a quality assurance system that is relevant to the content of the contract.

An established quality assurance system is required which shall ensure that the tenderer is suitable to fulfil the contractual obligations for environmental regulations (see contract point 6.4). This means that the tenderer must have established methods for working actively and systematically with reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

A quality assurance system is required which ensure that the Tenderer is suitable to fulfil the contractual obligations for social requirements (see contract point 6.5). This means that the Tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with:

- Basic human rights, including, amongst other things:

o No person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5)

o All workers have the right to fa and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights art. 23.3).

o Everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24)

- ILO's core conventions:

o ILO convention no. 138 and 182 (ban on child labour), nos. 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining).

- International law regulations related to the delivery in this contract, including relevant UN decisions that Norway is subject to.

Tenderers must have ethical guidelines (guidelines for social responsibility/Code of Conduct/Suppliers Code of Conduct or equivalent), which as a minimum are equivalent to the social contract terms for the delivery in this contract (Joint Contract point 6.5). The guidelines must, amongst other things, cover procurements and supplier chain management. The guidelines must be signed by the Managing Director or equivalent.

Tenderers must work actively to ensure compliance with the Tenderer's ethical guidelines at sub-suppliers, including through selection criteria for new sub-suppliers and quality assurance methods for existing sub-suppliers.
