The tender contest includes a joint contract for smaller road works in Innlandet east (previously Hedmark). Examples of assignments that can be included in the joint contract are: Pavements, bus stops, foot and cycle paths, public transport lanes, roundabouts, noise-deflection walls, retaining walls and concrete structures, rock protection work, road verge and road reinforcement work, traffic safety measures such as railing and measures for side areas, as well as setting up signs.
The works can include new facilities but also assignments in relation to up-grading. Some of the work will be executed on or along roads with heavy traffic.

Estimert totalverdi: 100 000 000 NOK 💰
Kort beskrivelse:
IFK expects an annual contract value of up to NOK 40 million excluding VAT a year in the contract period.
The annual turnover cannot be seen ini connection with the description's total sum.
All work in the joint contract is to be executed as model based contracts.
A completion deadline will be given for each call-off/order. See chapter A3 point 3, and chapter C2, point 22.
The work will primarily be in the municipalities within the old Hedmark County (Hedmarken and Østerdalen).
The procurement will ensure that Innlandet County (IFK) can carry out minor and
medium sized site work in a resource-efficient way.
The contract will also be responsible for the engineering design services.

Beskrivelse av fornyelser:
The work is expected to be executed in the period from when the contract is signed in June 2022 until 01.06.2023. Option to extend the contract for a further 1+1 year on unchanged terms. The builder will give written notice if the option is to be taken up at the latest 3 months before the end of the contract. A cooperation/evaluation meeting will be held before any option is taken up.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company or consist of a group of suppliers that are legally established companies.
The requirement also applies to companies the tenderer relies on, cf. point B.2.3.
Documentation requirement:
1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point 4.2, is/are established, as well as for all supporting companies, cf. point B.2.3.

Økonomisk og finansiell stilling:
Qualification requirement: Tenderers must have good economic and financial capacity to fulfil the contract and shall fulfil the following requirements:
Tenderers must have equity of minimum NOK 1.0 million.
The average annual turnover must, as a minimum, be equivalent to the annual turnover of the contract for the last three years.
Documentation requirement: The tables in chapter E2, point 4 must be completed. The contracting authority will check the stated amount with publicly available information.
Teknisk og faglig kapasitet:
Relevant experience
Qualification requirement: Tenderers must have sufficient experience of a relevant nature and degree of difficulty from equivalent work.
1) Foot/cycle paths, minor road works, reinforcement work, TS measures, street lights, railing work, concrete constructions, and engineering design services for the mentioned disciplines.
Documentation Requirement: A list of up to 5 and no less than 3 contracts that the tenderer has carried out or is in the process of carrying out, in the last 5 years from the tender deadline. The list must, cf. the form included in chapter E, include the following:

A description of what was included in the contract work, including the delivery in accordance with the qualification requirement's points B.2.2.4.1 and B.2.2.4.2.
What work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators).
The delivery date.
Value of the contract.
Reference person/contact person at the contracting authority with contact information (telephone number and email address), and a statement of the person’s role at the contracting authority during the contract. The tenderer is responsible for ensuring that reference persons are available and will provide a reference.

Tenderers can document the qualification requirement by referring to the total experience of the personnel that can and will be used for this assignment, including experience that has been acquired while the personnel was in the service of another employer.

Key the key personnel are not employed by the tenderer, the tenderer must show that he can use the personnel in question, for example by presenting a commitment statement.
Tenderers must obtain minimum 2 references from equivalent projects/work. The reference documents must be attached to the tender.
The Builders' experiences.
Qualification requirement: Tenderers are required to show references to relevant contracts that have been carried out in a satisfactory manner. In addition, Innlandet County and other builders' experiences with the tenderer will be assessed.
Conditions that will be evaluated are connected to i.a.:
documentation of executed quality
fulfilment of contracts
compliance with provisions and procedures for HSE
compliance with provisions for wages and working conditions
observance of deadlines
follow up in the guarantee period
use of apprentices
cooperation ability and the ability to be solution orientated.
Documentation requirement: The qualification requirement is to be documented through the list described above in point B.2.2.4.1. The contracting authority will go through the above bullet points with the references.
SHA system.
Qualification requirement: Tenderers must have a system that shows he works pro-actively to ensure the safety, health and working environment (Norwegian abbreviation: SHA), with relevance to similar work as the work included in this contest. The system will be subject to periodic audits.

Description of the routine for dealing with unwanted events, reports, and follow-up.
Documentation of audits in recent years, with confirmation from the person/persons who have carried out the audits.
External environment.
Qualification requirement: Tenderers must have a good and well functioning environmental management system, based on ISO 14001 (2015), EMAS (EU Eco-Management and Audit Scheme for environmental management), Environmental Lighthouse scheme, or equivalent with relevance for equivalent transport projects. The system will be subject to periodic audits.
