IT framework agreement - management, consultancy, development, and operation of IT systems in the cloud

This framework agreement will ensure that the contracting authority has relevant management, strategy, and consultancy services to support the contracting authority:
1 - Ensure that the Norwegian Environment Agency has access to competence/capacity to develop new IT systems in the cloud (as required)
2 - Support for the re-establishment of existing systems in the cloud:
3 - The partner can, (after a mini-competition), take general responsibility to make the cloud transformation of an existing system (turnkey contract) in consultation with the contracting authority, possibly supported by domain competence from a management partner.
4 - Operation of applications in the cloud and infrastructure (on-prem and cloud).
Call-offs will be made (both initially and later in the contract period) where we will choose permanent and ad-hoc collaboration partners for various service deliveries.

Call-offs will be made (both initially and later in the contract period) where we will choose permanent and ad-hoc collaboration partners for various service deliveries (for example):

- Programme/project/process management and coaching

- Strategic consultancy services (including reviews/analyses) within process/architecture/technology, etc.

- Implementation of IT systems in Azure (including UX/architecture), including (support for) the re-establishment of existing systems.

- Data-run organisation (DDO), data management/processing (AI/KI).

- Support for the operation of our applications and infrastructure in on-prem and the cloud (including client and server operation)

We are looking for suppliers with expertise and experience in 'factory models' for implementation in the cloud, with documented references that can quickly and efficiently support us in cloud migration of IT systems in the different phases that this work will have.

We request expertise and capacity in development in the cloud (in accordance with our goal architecture) and different management, consultancy, and operational capacities on-prem and cloud. The partners must support us in the different phases of the IT development, from strategy/plan to the operational phase.
