The framework agreement will be awarded to contract partners with the competence/capacity within GIS services and data analysis. The framework agreement covers four obligatory delivery areas, and it is possible to compete on delivery access for up to four voluntary delivery areas, see the table in point 2.2 in the tender documentation for more information.

Commercial framework agreement management and management of call-off contracts will ensure the Norwegian Environment Agency cost-free service/support under the framework agreement and call-off contracts that are included

Management services will ensure the Norwegian Environment Agency good control/management of work carried out within the call-off contracts.

Consultancy services support us and the development teams within, for example, architecture, technical framework, standards, and processes connected to data flow and integrations with internal and external systems.

Data analysis, data flow, modelling, and meta data cover all forms of data processing, including GIS and remote analyses (space analyses), machine learning/AI, statistics, automation (ETL), data distribution, integrations, standardisation, and data modelling/meta data.

Infrastructure/SaaS services cover services connected to field work with ESRI/ArcGIS based software and development environments for ESRI/ArcGIS based application development.

Development/management services and relevant operational services…

… on the ESRI/ArcGIS platform ensure competence/capacity for our existing IT/GIS systems and services, so that these are maintained and further developed in accordance with our needs and requirements, Relevant operational services can be provided, for example, during the transformation from work on-prem to cloud.

GIS infrastructure (related to ESRI/ArcGIS, Open source, or FME, or a combination of these).

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

An overview and brief description of the qualification requirements:

Tenderers must have an economic and financial standing that makes it able to fulfil its contractual obligations throughout the entire contractual period. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Tenderers must have sufficient economic and financial capacity to fulfil the contract.

An overview and brief description of the qualification requirements:

Documentation is required showing that interested tenderers have sufficient professional and technical IT qualifications. The Norwegian Environment Agency relates the term technical IT qualifications to deliveries of development services, whilst the professional qualifications are related to support services such as project management, advisory services, etc.

The Norwegian Environment Agency wants documentation that tenderers have sufficient delivery capacity to be given delivery access under the framework agreement.

The tenderer's documented experience from scaleable/flexible delivery models (framework agreements, portfolio/call-off contracts).

o Commercial follow-up apparatus to fulfil the requirements in the framework agreement and call-off contracts

o Any reservations on the future vision for established portfolio contracts (see annex # 3)

o That the tenderer shows an interest for several (or all) of the call-off contracts

The tenderer's documentation of fulfilment of professional and IT technical qualifications for service deliveries in the framework agreement and call-offs, on the contracting authority's technology platform on-prem and in the cloud.

Sufficient capacity for on-site representation at our office locations (if required) and good distributed capacity.

General price level for comparable services/contracts.
