Ålesund kommunale eigedom KF (ÅKE) [Ålesund municipal properties], henceforth referred to as the Contracting Authority shall construct a new school at Hessa. The new school shall replace the old school. The school will be situated west on the site of the existing school. After the new school building is completed and pupils and teachers have moved into the building, the existing buildings shall be demolished. The new school shall have a capacity for up to 504 pupils. This represents 72 pupils for each year. SFO (Wraparound care service) shall be dimensioned for pupils in the 1st to 4th year and constitutes 220 pupils.
In accordance with the decided purchasing strategy for Ålesund municipality, it is a condition that the ambition goals of BREEAM-NOR Good and ZEB-O are met for the project.
The contractual work consists of a new building of approx. 6,500 m2 gross area including associated outdoor areas as well as roads and spaces. The existing buildings shall be demolished by the turnkey contractor.

1.2.4.1.1 Payment of taxes, VAT, and other public duties: Documentation requirement:

Norwegian tenderers: After tender submission, the tenderer must give consent for TendSign to obtain and for the contracting authority to receive information about the above via Tendsign. After tenderers have submitted their tenders in TendSign, they will receive a request from Altinn for consent to share the tax information. The consent is valid on an organisation level and is valid for 3 (three) months.

If a tenderer does not give consent, the tenderer must attach a tax and VAT certificate. The certificate must not be older than 6 (six) months from the tender deadline.

Any arrears or other irregularities must be justified. (Tenderers can obtain the electronic tax and VAT certificate themselves and immediately receive it by email.)

Foreign tenderers: Tenderers who are not established in Norway can present equivalent documentation issued by the authorities in the country where the tenderer is established. The certificate shall preferably be translated into Norwegian, but it will also be accepted in Swedish, Danish and English.

1.2.4.1.2 Credit Rating: Documentation Requirement: The contracting authority will carry out an assessment of the tenderer´s finances through the company and accounting information system Bisnode AS (www.soliditet.no/creditcontrol) by the service CreditPro. The contracting authority is not accepting credit ratings from other company and accounting information systems than Bisnode AS with the service CreditPro so that the Tenderers can be assessed on equal terms. Tenderers can attach other necessary information with their tender if the tenderer is of the opinion that Bisnode/CreditPro will not provide an accurate picture of the financial situation. Newly established companies: Newly established companies who have not worked up a basis for a credit assessment must enclose a declaration from a bank or similar financial institution on the company´s financial and economic standing. This also applies to foreign tenderers.

1.2.4.1.1 Tax and VAT certificate and other public duties: Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legislation, and tenderers must not have significant arrears.

1.2.4.1.2 Credit rating: Requirement: Sufficient financial capacity for implementing the contract is required. A minimum requirement is that the tenderer is credit-worthy with a score of A in accordance with Bisnode AS using the service CreditPro, or that the tenderer has the financial capacity to implement the agreement, based on the contracting authority’s assessment in accordance with the attached documentation from tenderers. Newly established companies must have the financial capacity to fulfil the contract.

Teknisk og faglig kapasitet:

1.2.4.2.1 Quality management system: Documentation Requirement: A brief description must be attached of the overall quality assurance system on which the tenderer will base the implementation of the contract (only table of contents will not be accepted). If the tenderer is certified in accordance with ISO 9001 or equivalent quality assurance standards, it is sufficient to present a copy of a valid certificate.

1.2.4.2.2 Experience: Documentation requirement: 'Del I Vedlegg_Leverandørens referanser' (Excel spreadsheet) shall be completed. For each reference assignment, information must be provided about the assignment's content, value, dates, the contracting authority, and the contracting authority's point of contact with an e-mail address and telephone number.

1.2.4.2.1 Quality assurance system: Requirement: A good and well-functioning quality assurance system is required for the services that shall be provided.

1.2.4.2.2 Experience: Requirement: The tenderer (company) must have experience from at least 2 equivalent assignments in the last 5 years. Equivalent assignments means turnkey contracts for buildings with an equivalent complexity and a value of minimum NOK 100,000,000 excluding VAT per assignment.

Justification for cancellation 4 tenders were received in the turnkey contract contest for Hessa School. The contest was held as an open tender contest. This is a procedure that does not allow dialogue/negotiations with tenderers apart from clarifications. In the contest the award criterium price was weighted with 70%, and was, therefore, of decisive importance for the choice of tender. Whilst reviewing the submitted price offers, we saw that the guidelines in the tender documentation for pricing and the evaluation of options had an unfortunate effect as the defined evaluation sum would not identify the tender with the lower cost. The call for tenders is now cancelled pursuant to the Public Procurement Regulations (FOA) § 25-4 (1). All the tenders are therefore rejected in the contest. The contracting authority has assessed that the guidelines in the tender documentation for the price evaluation includes errors and are, therefore, not suitable for nominating the actual best tender.
