Rana kommune

The objective of the framework agreement is to ensure good and documentable internal inspections of electrical installations. The framework agreement shall also cover the municipality's supplementing requirements for electrical installation services and materials thereof, beyond the contracting authority using own staff. The framework agreement shall ensure the stability and quality of the services by increasing the capacity and competence for this type of services. The municipality therefore wants to enter into an agreement with an efficient and competent joint venture partner, with constructive co-operation qualities.

The tenderer shall ensure the municipality's documents via digital logging. The municipality is using Facilit FDVU system. Call-offs against services, materials for administration, operation and maintenance of properties, and construction works are executed through this electronic system.

The contract period is 2 years with an option for 1+1 year extension.

Based on historical accounting figures, the annual value of the tender contest is estimated to 5 million excluding VAT, and 20 million excluding VAT over a 4-year period. The need may increase or decrease during the contract period. E.g. if the municipality acquiring new buildings or disposing of buildings.

If the purchase is defined as a project (with a value of more than NOK 500,000), the municipality is free to invite several suppliers to submit tenders. This applies to both power current and low current installations. A complete description of the contract is given in 'Utkast til kontrakt, med bilag' ['Contract Draft with annexes'].

The tenderer shall have a public approval for executing and maintaining electrical installations.

The tenderer must be registered in DSB's (the Norwegian Directorate for Civil Protection) central index of Electro professionals.

Tenderers are also required to provide services that require EKOM qualifications, either themselves, or in the same group.

Tenderers must have sufficient economic and financial capacity to comply with the contract.

Minste nivå(er) av standarder:

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.

Teknisk og faglig kapasitet:

Tenderers shall have sufficient experience from similar contracts during the last 3 years.

This can be from both public or large private contracting authorities.

Minste nivå(er) av standarder:

The tenderer must have capacity related to the municipality's need. The description must include a statement of the assignment´s value/scope, date, and recipient (name, telephone number and e-mail address). References will be contacted if needed to clarify relevance of the assignment. However, it is the tenderer´s responsibility to provide a description substantiating relevance.

Weighting of references:

References are regarded as identification of expected quality, and the evaluation has different purposes

In the qualification phase, the skills are linked to whether the tenderer is capable of deliveries in accordance with the requirement.

In the award phase, emphasis is on the quality of the offered service.
