The new technology and digitalisation that we see in today's society increases the amount of data that is gathered. Data is a valuable resource that enables the development of better services for inhabitants, increases value creation in businesses, and makes public administration more efficient.

Currently only a very few of Norwegian municipalities are able to exploit the value of its data internally. The data is of low quality and a lot of the data is locked in trade systems, and largely controlled by system providers. As regards sharing data, the municipalities have weak incentives, at the same time that the demand from external actors is low.

Smart Data will enable municipalities to exploit their data in a secure way across the municipality's different sectors in order to develop user adapted and continuous services.

The contracting authority needs a future orientated and general system for handling data that covers the complexity and breadth of the municipal service production and organisation. The system must be user friendly and not require high digital competence to use. The goal is to make it easier to use data in everyday life, at the same time that personal protection is seen to and there is compliance with the current legislation.

'We envisage that Smart Data not only makes it possible to use our data in a smart way, but that the developed system is itself smart'.

The contracting authority has the right to take up an option to procure the system in accordance with the innovation partnership contract, annex 11.

In order to be invited to submit a tender in the contest, interested tenderers must complete the electronic self-declaration form (ESPD) as provisional documentation of fulfilment of the qualification requirements.

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation: Norwegian companies: Company Registration Certificate. Foreign companies: Verification showing that the company is registered in a company register, professional register or a trade register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a licence to conduct this service.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have qualifications within research and development, including the development and implementation of innovative systems.

Description of up to three of the tenderer’s most relevant assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document experience by referring to competence and experience of the personnel they have at their disposal and can use for this assignment. This applies even if the competence and experience was gained whilst the personnel carried out the service for another supplier.

A description per assignment of how the experience from these assignments will be used to fulfil the requirements and needs of the contracting authority in this contract. Tenderers are particularly encouraged to make their replies relevant for the description of needs in Annex 1.

Requirement: Tenderers must have sufficient capacity and competence to fulfil the contract, including multi-disciplinary competence within technology, law, and design.

A description of how the tenderer has the required capacity to fulfil the requirements in this contract, including:

An overview of the tenderer's organisation.

An overview of the average annual workforce that the tenderer has available to fulfil the intention of the contract.

An overview of the tenderer's relevant, total workforce/staffing for these types of projects (no CVs).

A list of any sub-suppliers that will be used to fulfil the contract and what they will be used for.
