Norway has a sufficient number of blood donors to be self-sufficient in blood plasma, and the blood banks have the infrastructure needed to be able to carry out this work. Self-production of dried blood plasma is not challenging as regards premises or resource-demanding as regards time or personnel, but there is a lack of the technology required for the production of dried blood plasma in the blood banks. In order to ensure access to and to be self-sufficient with dried blood plasma, Bergen Hospital Trust would like to establish technology for self-production of dried blood plasmas in blood banks.

The goal is to cover demand and ensure good preparedness of dried blood plasma at all hospitals, in the municipal health service, in the ambulance service, for military operations, and rescue services in Norway.

The goal will be achieved by developing a technological platform in collaboration with commercial partners for local production of dried blood plasma adapted to Norwegian conditions and the organisation of the blood bank service.

The need is further described in the Contract for an Innovation Partnership with annexes.

5.1 Registration, authorisations, etc.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation Requirement: Norwegian tenderers: Company Registration Certificate

Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

Økonomisk og finansiell stilling:

5.2 Economic and financial capacity

Qualification requirement: Tenderers must have sufficient economic and financial solidity to fulfil the contract obligations.

Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Minste nivå(er) av standarder:

Documentation requirement: A credit rating based on the most recent fiscal figures (2022). The rating mustl be carried out by a credit information company that has

a licence to conduct such credit rating services.

The contracting authority reserves the right to obtain a credit rating from www.soliditet.no (provided by Bisnode Credit AS/Dun & Bradstreet) in order to verify that the tenderer fulfils the qualification requirement.

If there is doubt whether the tenderer meets the requirement, the contracting authority may require further documentation on the economic and

financial capacity.

If a tenderer has a justifiable reason as to why they cannot present the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity by other documentation, including the last submitted annual accounts with notes, including the auditor's statement or profit and loss accounting, and/or the balance for the last half year if it is more than six months since the last annual accounts.

5.3 Technical and professional qualifications

Tenderers must have sufficient qualifications within research and development, including the development and implementation of innovative solutions, in order to fulfil their contractual obligations.

Sufficient qualifications means that the tenderer must have or have access to experience and competence from research and development, including the development and implementation of innovative solutions.

Minste nivå(er) av standarder:

Documentation requirement: Tenderers must describe 1 to 3 relevant reference projects from the last 5 years, 2018 to 2022, in document 06 Reply Form References.

It is the tenderer's responsibility to document relevance through a description of the following points:

What the assignment involved and what was developed, the development process' scope and complexity, a description of the project's challenges and risk management, the assignment's value, date of execution of the assignment,

recipient of the assignment, and contact information of any collaboration partners, what roles and responsibility the tenderer has had in the assignment, etc.

Tenderers can document fulfilment of the qualification requirement by referring to experience and competence in the personnel they have at their disposal and can use for this assignment. This applies even if the experience and competence was acquired by the personnel whilst working for another supplier.

If a tenderer documents experience by referring to personnel that he has at his disposal, he must document in writing that he can use the personnel in question by presenting a commitment statement, ref. Document no. 07 Commitment statement.
