The contracting authority intends for the ice rink will be assembled and in operation each winter in Rutenparken for the entirety of its lifetime. After winter, the ice rink will be disassembled and placed in storage.
The purpose of this procurement is to connect with a "turnkey contractor" for all services services related to the ice rink, including among other things:
- Assembly (option)

- Transport of the ice rink to/from the tenderer's storage
- Storage of sand/crushed stone, as well as transport to/from storage (option)

Kort beskrivelse:

The tenderer must offer three (3) options: Assembly of the ice rink (1), disassembly of the ice rink (2), as well as storage and transport of sand/crushed stone (3) used in connection with assembling/levelling of the ice rink. The intention is that the option regarding sand/crushed stone is triggered if this material will not be used at other facilities in Sandnes municipality. The contracting authority currently covers its need for services regarding assembly and disassembly, but the intention is that these two options will be triggered if the need for these services needs to be covered in the future.

The contracting authority is uncertain of the scope of the assignment, but estimates that the total contract value including options is from NOK 1,000,000 excluding VAT to NOK 7,000,000, excluding VAT. The total contract value depends on the fatigue life of the ice rink, options, and whether funds are allocated each year for the assembly, operation and maintenance and disassembly of the ice rink. The estimated annual contract value including options is from NOK 950,000 excluding VAT to NOK 1,050,000 excluding VAT.

Beskrivelse av opsjoner:

The contract will be valid for 1 year from the contract start-up date. The start-up date will be as soon as possible after the contract has been signed, as agreed.

After that the Contracting Authority can extend the contract for up to 1 year at a time. The total contract period will depend on the lifetime of the ice rink, but may also be affected by changes in economic conditions, organisational changes and municipal activities.

The framework agreement's options for 1 year extension can only be activated in writing by the contracting authority at any time during the agreement period.

The agreement period of 1 year, with an option for a 1-year extension at a time, is partly because the financing of ice rink services must be discussed/adopted politically annually, and thus may be affected by changed financial framework conditions (e.g. electricity price), organisational changes and municipal activities.
