The Norwegian Institute of Public Health would like to procure Hepatitis B vaccines for the national vaccination programme. The procurement is carried out on behalf of the Ministry of Health and Care Services (HOD).
The aim of the procurement is to enter into a contract for the delivery of a vaccine against Hepatitis B for the Norwegian child vaccination programme.

Estimert totalverdi: 4 700 000 NOK 💰
Kort beskrivelse:
Children and adolescents in defined risk groups have long been required to be vaccinated against hepatitis B. Norway introduced general Hepatitis B vaccinations in 2016 (applies to children born after 01.11.2016). The target group for pure Hepatitis B vaccines will therefore primarily be previously non-vaccinated children and adolescents in risk groups, born before 01.11.2016, that move to Norway.

The childhood vaccination programme includes everyone under 20 years. Available vaccines against Hepatitis B in Norway are found in two dose sizes depending on the persons age (children and adult). The procurement concerns both dose sizes. After the introduction of general vaccination, the need for ‘children's doses’ is decreasing, but the need for ‘adult doses’ is relatively stable.

The procurement concerns the delivery of vaccines against Hepatitis B (ATC code: J07B C01) for vaccinating children and adolescents in defined risk groups in the Norwegian child vaccination programme.
The following estimates for the annual number of doses required by the Norwegian Public Health Institute are based on statistics for actual distributed doses in the last two years.
The estimated annual need for doses for children will be approx. 5000 doses (per calendar year).
The estimated annual need for doses for adults will be approx. 3000 doses (per calendar year).
The estimated total scope for the contract period, with the full extension of the contract period (option), is estimated to be approx. 20,000 doses for children, and approx. 12,000 doses for adults.
The contest has price as the only award criterium.

Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification showing that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to comply with the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating agency with a licence to provide such service.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document his economic and financial capacity by presenting other documents considered suitable by the contracting authority.

Teknisk og faglig kapasitet:
The tenderer must have sufficient delivery capacity throughout the contract period.
Documentation requirement:
Confirmation that the tenderer has the capacity to deliver a sufficient number of Hepatitis B vaccine doses to fulfil the contract.
The tenderer must have the requisite permissions to be able to fulfil the contract.
If the tenderer is the manufacturer of the vaccine, permission must be presented from relevant EU/EEA authorities to manufacture pharmaceuticals.
If the tenderer is not the manufacturer of the vaccine, the requisite permissions from relevant EU/EEA authorities to trade in pharmaceuticals must be presented.
If the tenderer imports the vaccine, the import license that includes the offered vaccine must be presented.
Kontraktutførelse
Vilkår for kontraktoppfyllelse:
• The Norwegian Institute of Public Health requires ethical and socially responsible production. (Supply agreement point 12, 12.1-12.3).
• The tenderer shall be a member of the Legemiddelansvarsforeningen [Pharmaceutical Liability Association] (Supply Agreement, point 11.2)
The Norwegian Institute of Public Health can re-sell, non-distributed, vaccine doses (Supply Agreement, point 18.1)
• Tenderers are obliged to deliver up to 5,500 doses for children and 3,000 doses for adults a year in the contract period. (Supply agreement point 3.3)
• The Norwegian Institute of Public Health is committed to purchasing a minimum volume during the contract period of 4000 doses for children and 2500 doses for adults a year in the contract period. (Supply agreement point 3.2).
• Tenderers are obliged to deliver minimum 2000 doses for children and 1000 doses for adults by 15.12.22 (Supply Agreement point 3.4 and 4.1).
