The activity is increasing, and there is a need for more quay capacity. A harbour development is now being considered in the south eastern area in Risavika. These will be quays that are available for everyone, and are not to be developed for specific customer needs.
The area will not be operated alone by a particular terminal company. It will be facilitated as a project quay for goods and supplies.

The activity is increasing, and there is a need for more quay capacity. A harbour development is now being considered in the south eastern area in Risavika. These will be quays that are available for everyone, and are not to be developed for specific customer needs.

The area will not be operated alone by a particular terminal company. It will be facilitated as a project quay for goods and supplies.
The assignment will show the concept for the development of a straight quay line with a ro-ro ramp at the southern end, with an option for extending in two to three stages. Two quay lines are therefore named; quay 25 and quay 26 with ro-ro, see illustration 1 below. The contracting authority envisages using a turnkey contract in accordance with NS 8407.

There are very challenging ground conditions in the area. There is a thick layer of mud/uncompacted matter, which is probably polluted, and the rock is at a great depth. The coastline where the quay development is intended is reclaimed land. The delimitation of this is the result of the most suitable area for securing the ground weighed up against the filling line that gave the most possible new land area. The filling front (demning bar) is founded on a channel of excavated mud and filling of blasted stone. The filling is mixed matter up to approx. contour line -2 metres, and blasted stone above this, and the demning bar is plastered with large stones.

Qualification requirement documentation requirement. Documented
experience: Tenderers must have documented experience and knowledge on exacting quay and harbour developments. When formulating the concept it is important to focus on and highlight cost-driving elements, see
the qualification requirement: Experience is required from projects/assignments of an equivalent nature and degree of difficulty. Applicants must submit reference projects with exacting ground conditions in stone fillings and soft clay (both for
executing contractors and geotechnical engineers). Equivalent means the delivery of the same service as this assignment. An overview of relevant work carried out in the last 10 years. The overview must state the time and location of the work, value, nature of the work, degree of difficulty, and the contact information for the contracting authority. In order to ensure sufficient competition, the contracting authority can stated that documentation for relevant deliveries or services that the tenderer carried out more than five years ago will be considered. Maximum 10 years ago. Tenderers must document their experience with equivalent assignments by attaching minimum two references. cannot, thus, submit references, must substantiate that they have the prerequisites to fulfil the contract. The area in question has difficult ground conditions. Competence requirements:
Tenderers must have a geotechnical engineerin certified in development class 3.
Tenderers must have competence in wave power and erosion protection. Tenderers must be able to submit CVs. Tenderers that will be part of the project group must respond to all these points for their own personnel
with documented experience in developing complex quays/harbour projects with exacting ground conditions.

Out of the received requests for participation in the contest, the contracting authority will invite
the tenderers that in total give the best competition composition to submit a tender.
Minimum 3, maximum 5.
When assessing the best competition, the contracting authority will weight experience that each
tenderer has, cf. point 3.6. The tenderer's experience with major projects will
be weighted more than minor projects, and complex projects will be weighted more
than simpler projects.
A list of references must be uploaded via the tender management system (Norwegian: KGV).
